Regulations on the criteria for social policy households to be supported with electricity fees

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to the Electricity Law dated December 3, 2004; and the Law Amending and Supplementing Certain Provisions of the Electricity Law dated November 20, 2012;

At the request of the Minister of Labor, Invalids and Social Affairs, the Minister of Finance, and the Minister of Industry and Trade,

The Prime Minister issues this Decision to stipulate the criteria for social policy households to be supported with electricity fees.

Article 1. Criteria for social policy households to be supported with electricity fees

Clause 1. Social policy households eligible for electricity fee support as stipulated in Clause 7, Article 3 of Decision No. 28/2014/QD-TTg dated April 7, 2014 of the Prime Minister on the structure of retail electricity price tariffs (hereinafter referred to as Decision No. 28/2014/QD-TTg) shall meet one of the following criteria:

Point a) A household where members are receiving monthly social allowances not classified as poor under the law and whose monthly electricity consumption for living purposes does not exceed 50 kWh in areas with power grid coverage;

Point b) A household where members are receiving social allowances as prescribed by law and reside in areas without power grid coverage;

Point c) A household of ethnic minority people residing in areas without power grid coverage.

Clause 2. In cases where a household has multiple members receiving monthly social allowances or is eligible for electricity fee support under different policies, they shall only be entitled to the highest level of electricity fee support.

Article 2. Effective Date

Clause 1. This Decision takes effect from December 15, 2014.

Clause 2. Social policy households as stipulated in Article 1 of this Decision shall enjoy electricity fee support policies from the date when Decision No. 28/2014/QD-TTg comes into force.

Article 3. Responsibility for Implementation

THE MINISTERS, HEADS OF GOVERNMENT-LEVEL MINISTRIES, HEADS OF GOVERNMENT-LEVEL AGENCIES, AND CHAIRMEN OF PROVINCE AND CITY PEOPLE'S COMMITTEES DIRECTLY UNDER THE CENTRAL GOVERNMENT SHALL BE RESPONSIBLE FOR ENFORCING THIS DECISION./.
