CIRCULAR

REGULATIONS ON FORMS TO BE USED IN INSPECTION ACTIVITIES, COMPLAINT RESOLUTION, ACCUSATION HANDLING, AND CITIZEN RECEPTION OF THE PEOPLE'S POLICE

Pursuant to the Inspection Law No. 56/2010/QH12 dated November 29, 2010;

Pursuant to the Complaint Law No. 02/2011/QH13 dated November 11, 2011;

Pursuant to the Denunciation Law No. 03/2011/QH13 dated November 11, 2011;

Pursuant to the Law on Receiving Citizens' Visits No. 42/2013/QH13 dated November 25, 2013;

Pursuant to Decree No. 86/2011/NĐ-CP dated September 22, 2011 of the Government detailing and guiding the implementation of certain provisions of the Inspection Law;

Pursuant to Decree No. 75/2012/NĐ-CP dated October 3, 2012, of the Government detailing certain provisions of the Law on Complaints;

Pursuant to the Government Decree No. 91/2013/NĐ-CP dated August 12, 2013 on denunciation and denunciation resolution in the People's Public Security;

Pursuant to Decree No. 41/2014/NĐ-CP dated May 13, 2014 of the Government on the organization and operation of inspection activities of the People's Police;

BASED ON DECREE NO. 64/2014/ND-CP DATED JUNE 26, 2014 OF THE GOVERNMENT PROVIDING GUIDELINES FOR IMPLEMENTATION OF CERTAIN PROVISIONS OF THE CITIZEN GREETING LAW;

At the proposal of the Inspector General of the Ministry,

The Minister of Public Security promulgates this Circular regulating forms to be used in inspection activities, complaint resolution, accusation handling, and citizen reception of the People's Police.

Article 1. Scope of Regulation

This Circular stipulates forms to be used in inspection activities, complaint resolution, accusation handling, and citizen reception of the People's Police. Accompanying this Circular are fifty-nine (59) forms. Specifically:

1. Ten (10) forms (from Form No. 01 to Form No. 10) for use in inspection activities.

2. Eleven (11) forms (from Form No. 11 to Form No. 21) for use in complaint resolution.

3. Ten (10) forms (from Form No. 22 to Form No. 31) for use in accusation handling.

4. Twelve (12) forms (from Form No. 32 to Form No. 43) for use in citizen reception and document processing.

5. Sixteen (16) forms (from Form No. 44 to Form No. 59) are other related forms.

Article 4. Scope of Application:

This Circular applies to persons authorized under the law in inspection activities, complaint resolution, accusation handling, and citizen reception within the People's Police and related agencies, organizations, and individuals involved in these activities.

Article 3. Effectiveness

This Circular takes effect from January 12, 2015, and replaces Decision No. 677/2007/QĐ-BCA(V24) dated June 19, 2007 of the Minister of Public Security on the system of forms used in inspection activities and complaint and accusation resolution of the People's Police force; Decision No. 3539/QĐ-BCA-V24 dated August 2, 2012 of the Minister of Public Security promulgating temporary forms for use in processing complaints and accusations of the People's Police force.

Article 4. Responsibilities for Implementation

1. Heads of Public Security levels at all levels shall be responsible for organizing the implementation and guiding, inspecting, and urging the implementation of this Circular within their agencies, units, and localities.

2. In the course of implementation, if there are any difficulties, Public Security units and localities shall report to the Ministry (through the Ministry Inspectorate) for guidance or timely amendment and supplementation./.
