Regulations on rewarding the completion of quality and schedule of geological survey plans

________________________

Based on Decision No. 71 CT dated March 11, 1983 of the Chairman of the Council of Ministers regarding the reform of planning methods and economic accounting for geological exploration work; based on Circular No. 501 - LB dated December 31, 1983 of the Ministry of Finance - General Department of Mines and Geology on financial distribution systems and final accounts for geological survey work; to promote geological units to complete plans with quality according to set economic and technical targets, ensure and exceed schedules, save costs, improve quality, and submit geological survey reports; the Ministry of Finance and the General Department of Mines and Geology hereby regulate rewards for the completion of quality and schedule of geological survey plans as follows:

I. PRINCIPLES AND STANDARDS FOR AWARDING REWARDS

1. Principles:

- This reward system applies to each individual geological survey plan (hereinafter referred to as the plan). When the comprehensive report on the completion of the geological survey plan is reviewed and approved by the State Mineral Reserves Review Board or the Plan and Report Review Board under the General Department of Mines and Geology.

- The leading unit and other units directly involved in the construction process and preparing the comprehensive report on the plan shall be eligible for rewards.

- In addition to the reward system for completing the quality and schedule of geological plans, units still apply profit distribution systems and other existing reward systems.

- This reward system applies to plans assigned by the State and also to plans carried out under economic contracts with localities and other economic entities outside the geological sector. The source and percentage of rewards included in the budget are stipulated in Part II of this Circular.

2. Standards for awarding rewards:

a. Regarding quality:

- Geological materials must simultaneously meet the requirements of state technical regulations and the General Department of Mines and Geology.

- The average technical acceptance score of all stages must reach 4 points or higher (on a five-point scale), and original documents must not receive failing scores (below average).

- The comprehensive report on the geological plan must achieve at least a good rating.

- Completion of set geological objectives.

b. Regarding schedule:

Completion within the approved time frame for review and submission of the comprehensive report to storage.

c. Regarding economy:

Total actual expenses must not exceed the approved budget (excluding the amount of reward under this Circular).

II. AMOUNT OF REWARD AND SOURCE OF REWARD:

1. The comprehensive report on the geological plan must simultaneously meet all the above standards to be entitled to a reward calculated as a percentage of the approved budget for geological survey.

- Detailed exploration plan: 2.5%

- Preliminary exploration plan: 3%

- Regional geological investigation and search plan

: 4%

- Geological tasks that must be completed to immediately provide materials for design purposes will receive an additional reward of 0.5% of the approved budget for geological survey of the plan, in addition to the prescribed percentage.

For now, this reward rate will be temporarily applied, and it will be reviewed during implementation.

2. The source of funds for rewarding the completion of quality and schedule of geological plans comes from the exploration fund and is recorded as a separate item in the budget of the geological plan.

3. If the comprehensive report on the plan fails to meet any of the reward assessment criteria mentioned above (acceptance score and report below average, schedule not completed, expenses exceeding the approved budget), then for each criterion not met, the unit will be penalized 2 to 5% of the total two welfare and incentive funds of the unit for the year.

III. DISTRIBUTION OF REWARDS

The total annual reward for the completion of quality and schedule of plans by units shall be distributed as follows:

- 10% submitted to the Minister's Fund to be used for organizing measures to improve the quality of geological reports throughout the industry.

- The remaining 90% is used to reward participants in implementing the plan. Specific reward levels for each participant are decided by the head of the unit eligible for reward after consultation with the trade union secretary.

IV. PROCEDURE FOR AWARDED REWARDS

1. Basis for awarding rewards: Units eligible for rewards must have the following documents:

- List of acceptance scores for each stage of the plan.

- Minutes of the National Mineral Reserves Review Board or the Plan and Report Review Board under the General Department of Mines and Geology.

- Confirmation letter for the submitted report.

- Certificate of submission time for the comprehensive report on the geological plan to storage.

- Comprehensive final account report of the geological plan.

2. Procedure for awarding rewards

Heads of units eligible for rewards base their reward application on the reports submitted to storage and prepare a file for the General Department of Mines and Geology to review. The General Department Head of Mines and Geology issues a decision on rewards for the units. The rewarded unit bases its payment of rewards with the bank on the decision of the General Department.

3. The Ministry of Finance, Vietnam Investment and Construction Bank, and the General Department of Mines and Geology are responsible for inspecting, suspending, or recovering the reward money if the unit violates the provisions of this Circular.

V. IMPLEMENTATION PROVISIONS:

This Circular takes effect from January 1, 1988, for entities (associations, subordinate departments of the General Department, institutes) engaged in research, survey, exploration, and geological investigation under the General Department of Mines and Geology.

- The General Department of Mines and Geology shall issue specific guidance documents on quality standards for each technical work category./.
