CIRCULAR

OF THE PRIME MINISTER NUMBER 60/TTG DATED JUNE 11, 1964 SUPPLEMENTING CIRCULAR NUMBER 593-TTg DATED DECEMBER 10, 1957 ON THE IMPLEMENTATION OF RELIGIOUS POLICY

DECREE-LAW NUMBER 234-SL DATED JUNE 14, 1955 OF THE GOVERNMENT OF THE DEMOCRATIC REPUBLIC OF VIETNAM ON RELIGIOUS POLICY PROVIDED THAT:

"THE GOVERNMENT GUARANTEES THE FREEDOM OF BELIEF AND WORSHIP OF THE PEOPLE...WHEN SPREADING RELIGION, MONKS HAVE THE TASK OF EDUCATING BELIEVERS IN PATRIOTISM, THE DUTIES OF CITIZENS, AND THE AWARENESS OF RESPECTING THE PEOPLE'S AUTHORITIES AND THE LAWS OF THE DEMOCRATIC REPUBLIC OF VIETNAM" (ARTICLE 1, CHAPTER 1).

"RELIGIONS ARE PERMITTED TO OPEN SCHOOLS TO TRAIN SPECIALIZED RELIGIOUS WORKERS" (ARTICLE 5, CHAPTER I).

"RELIGIOUS ORGANIZATIONS MUST COMPLY WITH THE LAWS OF THE DEMOCRATIC REPUBLIC OF VIETNAM LIKE ALL OTHER ORGANIZATIONS OF THE PEOPLE" (ARTICLE 14, CHAPTER IV).

ON DECEMBER 10, 1957, THE PRIME MINISTER ISSUED CIRCULAR NUMBER 593-TTg PROVIDING FOR THE DETAILING OF THE ABOVE MENTIONED PROVISIONS.

THE IMPLEMENTATION OF CIRCULAR NUMBER 593-TT RESULTED IN INITIAL POSITIVE OUTCOMES. MANY RELIGIOUS ORGANIZATIONS PAID ATTENTION TO SELECTING WORTHY PERSONS WHEN TRAINING AND PROMOTING SPECIALIZED RELIGIOUS WORKERS. THOSE SELECTED MONKS, WHILE SPREADING RELIGION, EMPHASIZED THE EDUCATION OF PATRIOTIC SPIRITS AND THE PERFORMANCE OF DUTIES IN ACCORDANCE WITH THE STATE POLICIES AND LAWS.

HOWEVER, SOME RELIGIOUS ORGANIZATIONS DID NOT FULLY CONSIDER THE CITIZENSHIP QUALITY OF THE PERSONS SELECTED FOR TRAINING AND PROMOTION, WHICH LED TO NEGATIVE CONSEQUENCES IN MANY ASPECTS AND DID NOT RECEIVE AGREEMENT FROM THE BELIEVERS.

TO ENSURE THE COMPLIANCE WITH THE PROVISIONS OF DECREE-LAW NUMBER 234-SL DATED JUNE 14, 1955, TO ASSIST RELIGIOUS ORGANIZATIONS IN TRAINING QUALIFIED SPECIALIZED RELIGIOUS WORKERS IN LINE WITH THE LEGITIMATE WISHES OF THE RELIGIOUS BELIEVERS, THE PRIME MINISTER REMINDS AND PROVIDES ADDITIONAL CLARIFICATIONS ON THE FOLLOWING POINTS:

1- ALL RELIGIOUS ORGANIZATIONS MUST STRICTLY IMPLEMENT CIRCULAR NUMBER 493-TTg DATED DECEMBER 10, 1957.

2- WHEN RECRUITING STUDENTS TO TRAIN AS SPECIALIZED RELIGIOUS WORKERS, AS WELL AS WHEN BESTOWING RANKS OR PROMOTING SUCH PERSONS, RELIGIOUS ORGANIZATIONS MUST SELECT GOOD CITIZENS AND MUST OBTAIN APPROVAL FROM THE AUTHORIZED ADMINISTRATIVE AUTHORITIES AFTER REVIEWING THE CITIZENSHIP QUALITY AND MORAL CHARACTER OF THESE PERSONS.

STUDENT RECRUITS FOR RELIGIOUS SCHOOLS AND CLASSES ARE REVIEWED BY THE LOCAL COMMUNE ADMINISTRATION WHERE THE STUDENT IS REGISTERED.

FOR SPECIALIZED RELIGIOUS WORKERS SELECTED FOR PROMOTION, IF THE SCOPE OF RELIGIOUS ACTIVITY IS ONE DISTRICT, IT IS REVIEWED BY THE DISTRICT ADMINISTRATION; IF THE SCOPE OF RELIGIOUS ACTIVITY IS GREATER THAN ONE DISTRICT, IT IS REVIEWED BY THE PROVINCE OR CITY ADMINISTRATION; IF THE SCOPE OF RELIGIOUS ACTIVITY INVOLVES MULTIPLE PROVINCES OR CITIES, THE RELATED PROVINCE OR CITY ADMINISTRATIONS NEED TO DISCUSS AND REVIEW UNDER THE CHAIRMANSHIP OF THE HEAD OF THE ADMINISTRATION WHERE THE RELIGIOUS WORKER LIVES.

3- THE RELIGIOUS AFFAIRS BOARD OF THE PRIME MINISTER'S OFFICE, ADMINISTRATIVE AUTHORITIES AT ALL LEVELS, AND RELIGIOUS ORGANIZATIONS HAVE THE RESPONSIBILITY TO CORRECTLY IMPLEMENT THIS CIRCULAR FOR THE BENEFIT OF RELIGIOUS BELIEVERS AND THE COMMON INTEREST OF THE NATIONAL POPULATION.
