DECISION
Regarding the establishment of the Agricultural Exhibition-Harbor Center
AND RURAL DEVELOPMENT
THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT
Pursuant to Decree No. 73/CP dated November 1, 1995 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
Pursuant to Decree No. 50/CP dated August 28, 1996 of the Government on the establishment, reorganization, dissolution, and bankruptcy of state-owned enterprises; Decree No. 38/CP dated April 28, 1997 amending and supplementing certain articles of Decree No. 50/CP, and Circular No. 08 BKH/DN dated June 11, 1997 of the Ministry of Planning and Investment guiding the implementation of the two aforementioned decrees;
Considering the proposal of the Director of the Agricultural Marketing-Investment Company and the Head of the Cadre and Civil Servant Department;
DECISION:
Article 1. Establish the Agricultural Exhibition-Harbor Center and Rural Development;
The Center shall be an economic accounting unit within the Agricultural Marketing-Investment Company and Rural Development, implementing a dependent economic accounting system, having a bank account opened according to the regulations of the State, and using its own seal for transactions;
The Center's headquarters shall be located at the Nghia Do Exhibition Area, Cau Giay District, Hanoi City.
Article 2. The Agricultural Exhibition-Harbor Center and Rural Development shall have the following tasks:
- Completing the construction of the Agricultural Trade Exhibition and Investment Development Area in accordance with the approved project;
- Maintaining and preserving all assets of the exhibition-harbor area properly;
- Fully and promptly meeting all requirements for exhibitions, fairs, conferences, seminars, etc., from the Ministry and other agencies both inside and outside the sector, ensuring order, safety, fire prevention, and firefighting throughout the entire exhibition-harbor area;
It has the right to engage in the following business activities:
+ Marketing, exhibition, fair, trade promotion, and specialized agricultural advertising services;
+ Organizing entertainment and leisure activities;
Article 3. The organizational structure of the Agricultural Exhibition-Harbor Center and Rural Development includes:
- Center leadership consists of: 1 Director and 2 Deputy Directors;
- Management staff assisting the Director includes:
+ Business and Marketing Department
+ Administrative and Logistics Department
+ Accounting Department;
The staffing of the Center shall be determined by the Director of the Agricultural Marketing-Investment Company and Rural Development based on the principles of efficiency and economy, within the overall staffing of the company;
Article 4. The Director of the Agricultural Marketing-Investment Company and Rural Development is responsible for registering the Agricultural Exhibition-Harbor Center and Rural Development for business operations in accordance with the provisions of the law;
Article 5. This Decision takes effect from the date of signature.
The Head of the Office of the Ministry, the Head of the Cadre and Civil Servant Department, the Heads of relevant units under the Ministry, the Director of the Agricultural Marketing-Investment Company and Rural Development, and the Director of the Agricultural Exhibition-Harbor Center and Rural Development are responsible for implementing this Decision./.
