Pursuant to Decree No. 86/2002/NĐ-CP dated November 5, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;

Pursuant to Decree No. 77/2003/NĐ-CP dated July 1, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;

At the proposal of the Director of the Department of Banking and Financial Institutions' Finance

DECISION:

Article 1. Amending and supplementing certain articles of the Lottery Draw Instant Win Organizing Regulation issued together with Decision No. 141/2003/QĐ-BTC dated September 9, 2003 of the Minister of Finance as follows:

Article 7 - The organizing entity shall be amended and supplemented as follows:

1.1 The market for selling instant win lottery tickets is a common market among provinces and cities in the region as follows:

1.1.1 Northern Region: including provinces and cities from Ha Tinh Province northward

1.1.2 Central Region: including provinces and cities from Quang Binh Province to Ninh Thuan Province, Dak Nong Province

1.1.3 Southern Region: including provinces and cities from Binh Thuan Province, Lam Dong Province, Binh Phuoc Province southward

1.2 When issuing instant win lotteries, the Lottery Savings Company must carefully calculate the number of tickets issued based on reasonable market demand.

1.3 The circulation period of each issue of instant win lottery tickets should be determined in accordance with market characteristics and facilitate ticket sales and prize redemption management.

Article 14 - Commission for agents shall be amended as follows:

The commission for agents shall be stipulated by the Lottery Savings Company but shall not exceed 13% of sales revenue.

Article 2. This Decision takes effect 15 days from the date of publication in the Official Gazette.

Article 3. The Director of the Department of Banking and Financial Institutions' Finance, the Director of the Ministry of Finance's Office, and the Heads of relevant units under and directly affiliated with the Ministry of Finance are responsible for implementing this Decision./.
