RESOLUTION
Regarding the continued implementation of Directive No. 32-CT/TW dated December 9, 2003 of the Central Committee of the Communist Party of Vietnam (Term IX)
on strengthening the leadership of the Party in legal education work,
raising the awareness of law observance among cadres and people
Implementing the guidance of the Central Committee of the Communist Party of Vietnam (Term X) in Notification No. 74-TB/TW dated May 11, 2007 "Continuing to implement Directive No. 32-CT/TW of the Central Committee of the Communist Party of Vietnam (Term IX) on strengthening the leadership of the Party in legal education work, raising the awareness of law observance among cadres and people," the Government resolves the policy and measures for implementation as follows:

Chapter I. POLICY AND MEASURES
1. Continue to thoroughly and deeply understand the significance, role, and importance of legal education work for cadres, party members, and the people in accordance with the spirit of Directive No. 32-CT/TW dated December 9, 2003 of the Central Committee of the Communist Party of Vietnam; clearly identify legal education as part of political and ideological education, a task of the entire political system under the leadership of the Party.
2. Legal education work must be carried out continuously and at a higher level to ensure that cadres and the people understand and strictly comply with the law, meeting the requirements for building a socialist rule-of-law state of the people, by the people, and for the people.
3. Develop and perfect the legal framework for legal education work in line with economic and social conditions, meeting the requirements of political and ideological work. Promptly develop and submit to the National Assembly for promulgation a law on legal education.
4. Utilize, exploit, and flexibly apply various forms and methods of legal education to ensure appropriateness and effectiveness; combine legal education with legal counseling, legal aid, grassroots mediation, dispute resolution, complaint and denunciation handling, and law enforcement in specific cases. In particular, intensify direct legal propaganda activities through a team of legal lecturers and propagandists, mobilizing the strength and advantages of mass media to enhance legal propaganda, education, and dissemination.
5. Improve the organization and enhance the effectiveness of the Legal Education Coordination Council from central to local levels towards practicality and avoiding formalism; clearly define the position and role of the Council as an organization coordinating the direction of agencies, departments, and organizations at central and local levels regarding legal education work.
6. Reform and improve the organization responsible for legal propaganda, education, and dissemination towards ensuring adequate staffing, enhancing the quality of human resources for this task; clearly define the annual budget allocation for these activities towards increasing funding to meet timely and fully the financial, material, and operational needs for legal education work.
7. Effectively combine legal propaganda with the implementation of Party Resolutions and State programs and projects on economic and social development, job creation, poverty reduction...
8. Closely coordinate with the Vietnam Fatherland Front Central Committee and its member organizations, other organizations in mobilizing and educating the masses of the people to actively study and understand the law and participate in legal propaganda and dissemination activities.
9. Coordinate with the Supreme People's Procuracy and the Supreme People's Court to intensify legal education activities for cadres and the people through investigation, prosecution, and trial activities.
10. Strengthen international cooperation in the field of legal propaganda, education, and dissemination.

Chapter II. IMPLEMENTATION ORGANIZATION
1. Ministry of Justice
a) Develop, submit to the Government for issuance and organize the effective implementation of programs and plans on legal awareness and education. Based on the summary of the Government's Legal Awareness and Education Program from 2003 to 2007, develop specific and practical programs for the period from 2008 to 2012.
b) Study and draft a Law on Legal Awareness and Education to be submitted to the Government for submission to the National Assembly during the XIIth National Assembly term (2007-2011).
c) Direct, guide, inspect, monitor, urge, summarize, conclude, and promote and reward the implementation of legal awareness and education work.
d) Serve as the permanent body of the Government's Coordination Council for Legal Awareness and Education, responsible for directing and guiding the activities of legal awareness and education of the Coordination Council at ministries, sectors, and localities.
đ) Take the lead in coordinating with the Ministry of Information and Communications, the Ministry of Culture, Sports and Tourism to implement the circulation of legal books between communal cultural houses and village libraries, legal bookshelves to enhance the effectiveness of activities and enrich the types and content according to the needs of the people.
2. Ministry of Education and Training
a) Organize the teaching of appropriate legal knowledge at all levels of education and training. Develop and perfect curricula, textbooks, and teaching materials for legal education and civic education.
b) Reform and improve the quality of legal awareness and education methods, including extracurricular activities.
c) Review and plan to supplement, train, and enhance the professional expertise of teachers and lecturers teaching legal subjects and civic education.
d) Take the lead in coordinating with the Ministry of Justice and related agencies to build a proposal to improve the quality of legal awareness and education work in schools to be submitted to the Prime Minister in 2008.
3. The Ministry of Information and Communications
a) Direct the consolidation and development of specialized journalists and editors on legal matters in central and local mass media organizations. Regularly provide legal and journalism training to ensure correct propaganda of Party policies and State laws.
b) Direct the construction, consolidation, and maintenance of special sections and columns on legal information serving cadres and the public on newspapers, radio stations, and online news sites.
4. The Ministry of Culture, Sports and Tourism
a) Direct and guide the construction, consolidation, and perfection of grassroots cultural-information institutions to serve effectively the dissemination of Party policies and State laws.
b) Promote exemplary individuals and good deeds, advanced models in compliance with the law; eliminate unhealthy manifestations in lifestyle and cultural activities, social evils, and violent and pornographic cultural products.
c) Consolidate and develop the mobile information system.
5. The Ministry of Finance
Review, amend, and supplement regulations on the management and use of funds to ensure timely and adequate support for legal awareness and education work.
6. Mass media organizations, particularly Vietnam Television and Voice of Vietnam, need to continue consolidating, building, and maintaining special sections and columns on legal information serving cadres and the public; increase broadcasting time on legal propaganda, dissemination, and education; Vietnam Television will take the lead in coordinating with relevant ministries and sectors to research and build a public television channel on law.
7. Ministries, ministerial-level agencies, and government agencies within their functions and responsibilities shall develop specific annual and long-term plans for legal awareness and education work, allocate budgets for implementation, and bear primary responsibility for disseminating and implementing legal documents issued or primarily drafted by their ministries or sectors to their cadres and civil servants; coordinate with the Ministry of Justice and central mass organizations to implement legal propaganda, dissemination, and education for cadres and the public; strengthen and improve the effectiveness of the Coordination Council for Legal Awareness and Education at ministries and sectors.
8. People's Committees of provinces and centrally-administered cities
a) Develop specific plans and effectively implement the guidelines and measures of this Resolution within their jurisdictions.
b) Direct all legal awareness and education activities in their localities based on the directives and guidance of the Government and the Government's Coordination Council for Legal Awareness and Education, suitable to the situation, characteristics, and conditions of each region and locality.
c) Guide and direct mass media tools in their province or centrally-administered city to strengthen legal awareness and education for cadres and the public.
d) Ensure funding from the budget for legal awareness and education work; continue to improve the organization and operation of specialized agencies for legal awareness and education; focus on training and developing a cadre of legal propagandists and educators to meet the requirements of legal awareness and education work in the new period.
Chapter III. EFFECTIVE ENFORCEMENT
1. The Ministers, Heads of ministerial-level agencies, Heads of government agencies, Chairpersons of People's Committees of provinces and centrally governed cities shall be responsible for implementing this Resolution.
2. The Minister of Justice shall coordinate with the Minister, Head of the Government Office to monitor, guide, and urge the implementation of this Resolution and regularly compile the situation to report to the Prime Minister.
3. This Resolution shall take effect fifteen days after its publication in the Official Gazette./.
