CIRCULAR

Issuing National Technical Regulations on state reserves for hermetically sealed rice storage

Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;

Pursuant to the State Reserve Law;

Pursuant to the Government Decree No. 196/2004/NĐ-CP dated December 2, 2004 detailing the implementation of the National Reserve Ordinance;

The Minister of Finance promulgates this Circular amending and supplementing Clause 1, Article 15 and the attached forms of Circular No. 86/2013/TT-BTC dated June 27, 2013 of the Ministry of Finance concerning the application of preferential treatment regimes in customs administration for enterprises meeting the required conditions as follows:

Article 1. The National Technical Regulations on state reserves for hermetically sealed rice storage are issued together with this Circular.

Article 2. This Circular takes effect six months from the date of issuance and replaces the Rice Storage State Reserve Management Regulation issued together with Decision No. 34/2004/QĐ-BTC dated April 14, 2004 of the Minister of Finance.

Article 3. The Director of the State Reserve Administration, heads of relevant agencies, organizations, and individuals involved in managing, importing, exporting, and storing state reserve rice shall be responsible for implementing this regulation.

During the implementation, if there are any difficulties, agencies, organizations, and individuals shall promptly report to the Ministry of Finance for study, amendment, and supplementation.
