RESOLUTION

On the Allocation of the Central State Budget for 2014

___________________________

OF THE NATIONAL ASSEMBLY
SOCIALIST REPUBLIC OF VIET NAM

BASED ON THE CONSTITUTION OF THE SOCIALIST REPUBLIC OF VIETNAM IN 1992 AS AMENDED AND COMPLEMENTED BY RESOLUTION NO. 51/2001/QH10;

Pursuant to the Law on State Budget No. 01/2002/QH11 and the Resolution No. 57/2013/QH13 dated November 12, 2013 of the National Assembly on the State Budget Estimate for 2014;

After considering Report No. 429/BC-CP dated October 22, 2013 of the Government on the Scheme for Allocating the Central State Budget for 2014; Report No. 1613/BC-UBTCNS13 dated October 22, 2013 of the Committee for Finance and Budget of the National Assembly; Report No. 561/BC-UBTVQH13 dated November 14, 2013 of the Standing Committee of the National Assembly on the Allocation of the Central State Budget for 2014 and the opinions of the National Assembly deputies;

RESOLUTION:

Article 1. Total Revenue and Expenditure Balance of the Central State Budget for 2014

The total revenue balance of the central state budget is VND 495,189 billion (four hundred ninety-five thousand, one hundred eighty-nine billion dong). The total revenue balance of the local state budget is VND 287,511 billion (two hundred eighty-seven thousand, five hundred eleven billion dong).

The total expenditure balance of the central state budget is VND 719,189 billion (seven hundred nineteen thousand, one hundred eighty-nine billion dong), including VND 211,585 billion (two hundred eleven thousand, five hundred eighty-five billion dong) for supplementary balance and targeted supplementary from the central state budget to the local state budget.

Article 2. Allocation of the Central State Budget for 2014

Allocate the central state budget for each ministry, sector, central agencies, and the level of supplementary from the central state budget to the local state budget of each province and centrally-administered city according to Appendices 1, 2, 3, 4, and 5 attached hereto.

Article 3. Assign the Government

1. Assign the tasks of revenue and expenditure of the state budget and the allocation of the central state budget to each ministry, sector, central agencies, and each province and centrally-administered city in accordance with the provisions of the Law on State Budget, the Resolution of the National Assembly, and notify each Provincial People's Council Delegation and Centrally-Administered City Delegation of the National Assembly.

2. Direct the People's Committees of provinces and centrally-administered cities to submit to the People's Councils at the same level for decision on the estimate of state budget revenue on their territory, the estimate of local state budget expenditure, and the allocation of the budget estimate within their authority, in compliance with the law.

3. Direct ministries, sectors, central agencies, and People's Committees at all levels to decide on the allocation of the state budget revenue and expenditure estimate for 2014 in accordance with the Resolution of the National Assembly to each unit benefiting from the state budget before December 31, 2013; implement public disclosure of the budget estimate in accordance with the Law on State Budget; report to the National Assembly on the progress and results of the allocation and assignment of the budget estimates of ministries, sectors, central agencies, and localities at the seventh session of the XIIIth National Assembly.

4. Direct and guide ministries, sectors, central agencies, and localities:

a) Allocate capital for concentrated investment development, prioritizing the allocation of capital for repayment of construction debts and projects that can be put into use and exploitation in 2014; minimize the commencement of new projects; allocate funds for repayment of advance budget loans including government bonds. Projects with investment decisions must implement the assigned planned capital without generating additional construction debts;

b) The People's Councils and People's Committees of provinces and centrally governed cities are responsible for allocating sufficient counterpart funds from the local budget in accordance with the regulations to implement investment projects and national target programs managed by the locality.

Article 4. Supervision of the allocation and implementation of the central state budget estimate

The Standing Committee of the National Assembly, the Finance-Budget Committee, the National Ethnic Council, and other Committees of the National Assembly, Delegations of National Assembly Members, and National Assembly Members shall supervise the allocation and implementation of the central state budget estimate for the year 2014 by ministries, sectors, central agencies, and People's Councils and People's Committees at all levels within their respective duties and authorities as prescribed by law.

This Resolution was passed by the National Assembly of the Socialist Republic of Vietnam, the Thirteenth Session, Sixth Meeting on November 15, 2013./.
