THE MINISTER OF LABOR, WAR INVALIDS AND SOCIAL AFFAIRS

Pursuant to Decision No. 36-CP dated February 2, 1980 of the Council of Ministers and Directive No. 277-TTg dated October 1, 1980 of the Prime Minister on the research and construction of lists and qualification standards for state staff positions;

Pursuant to Decision No. 117-HĐBT dated July 15, 1982 of the Council of Ministers issuing the first list of state staff positions;

Pursuant to Point 2 of Directive No. 124-HĐBT dated November 7, 1983 of the Council of Ministers entrusting the Minister of Labor (now the Ministry of Labor, Invalids and Social Affairs) with issuing full functional titles for various sectors;

Based on the proposal of the Minister of Health and the conclusion of the meeting of the Standing Sub-committee for the Construction of Lists and Qualification Standards for State Staff on December 16, 1987,

DECISION:

Article 1. Now we issue the second list of full functional titles for health sector staff positions, including 137 titles. Among them:

- Group 9: management and leadership staff, including 9 titles.

- Group 8: management and leadership staff, including 8 titles.

- Group 7: professional staff, including 100 titles.

- Group 3: professional staff, including 6 titles.

- Group 1: staff practicing vocational skills and techniques, including 2 titles. (Attached is the list of titles.)

Article 2. Based on this list, the Ministry of Health will develop qualification standards according to Point 3 of Directive No. 124-HĐBT dated November 7, 1983 of the Council of Ministers and organize guidance for implementing this system of staff titles throughout the sector to achieve practical effectiveness, streamline the organizational structure, and enhance management efficiency in all aspects of work.

Article 3. The qualification standards for full functional titles under this Decision shall be issued by the Minister of Health (after consultation with the Ministry of Labor, Invalids and Social Affairs) to guide trial application and further improvement.

Article 4. This Decision takes effect from the date of issuance, and all previous documents that conflict with this Decision are hereby abolished.

Article 5. The Minister of Health and relevant Ministries, People's Committees of provinces, cities, and special administrative regions directly under the Central Government, and units using health sector staff titles are responsible for implementing this Decision.

MINISTRY OF HEALTH

1. Content of the Second List of Titles for the Health Sector

Pursuant to Decision No. 117-HĐBTOn July 15, 1982, of the Council of Ministers and the provisions in the First List (original titles); the Second List of Full Functional Titles for Health Sector Management Staff issued pursuant to Decision No. 61-LĐ/QĐ dated March 3, 1988 includes 137 titles. Specifically as follows

Group 9: including 9 titles

Group 8: including 8 titles

Group 7: including 100 titles

Group 3: including 6 titles

Group 1: including 2 titles

2. Usage Regulations

Based on the usage scope defined for each title in the Second List of Full Functional Titles for Health Sector Management Staff, the Ministry of Health will develop qualification standards and guide units to apply them. Each full functional title used in practice must have labor content consistent with the scientific research conducted when forming these titles, and the Ministry of Health will provide guidance for each unit and individual staff member. When changes occur in labor content, the managing authority must report to the Ministry of Health and obtain agreement from the Ministry of Labor (now the Ministry of Labor, Invalids and Social Affairs, according to Article 2 of Decision No. 117-HĐBT dated July 15, 1982 of the Council of Ministers) regarding amendments or exceptions.
