CIRCULAR
GUIDELINES ON THE MANAGEMENT REGIME FOR TRAFFIC SAFETY EXPENSES FUNDED BY THE STATE BUDGET ISSUED BY THE MINISTRY OF FINANCE NUMBER 61 TC/1998/TT-BTC ON MAY 13, 1998
IMPLEMENTING DECISION NO. 917/1997/QD-TTg dated October 29, 1997 of the Prime Minister on the establishment of the National Traffic Safety Committee; To unify the management of the state budget allocated for traffic safety work; The Ministry of Finance issues guidelines on the management regime for traffic safety expenses funded by the central state budget as follows:
I. GENERAL PRINCIPLES:
1. The expenses to implement the traffic safety work of the National Traffic Safety Committee shall be covered by the state budget and balanced into the annual budget of the Ministry of Transport.
2. The National Traffic Safety Committee shall take the lead in coordinating with the Ministry of Transport and the Ministry of Finance in compiling and forecasting the annual and quarterly budget allocation plans for traffic safety work for relevant units to implement Decree No. 36/CP dated July 25, 1995, Decree No. 39/CP, and Decree No. 40/CP dated July 5, 1996 of the Government.
3. The state budget funds allocated for traffic safety work must be used for the approved purposes and contents by the Chairman of the National Traffic Safety Committee; They must be strictly managed according to current financial regulations.
II. SPECIFIC PROVISIONS ON THE MANAGEMENT REGIME FOR EXPENSES SERVING TRAFFIC ORDER AND SAFETY WORK FUNDED BY THE CENTRAL STATE BUDGET:
A. EXPENDITURE CONTENT:
1. Expenses for the office staff of the permanent Secretariat of the National Traffic Safety Committee.
2. Expenses serving national traffic safety work:
- Expenses for regular meetings to review and summarize traffic safety.
- Expenses for rewarding individuals and groups with outstanding achievements in traffic safety work as decided by the Prime Minister and the Chairman of the National Traffic Safety Committee.
- Expenses for traffic safety education, law dissemination, including support for printing teaching materials for students at all levels to incorporate traffic laws into schools.
- Support for training in traffic safety operations.
- Expenses for international cooperation in traffic safety.
- Expenses for drafting, revising, and supplementing traffic safety regulations.
- Expenses for inter-ministerial inspection teams on the implementation of traffic safety work.
- Other expenses;
B. BUDGET ESTIMATION, EXPENSE DISTRIBUTION,
ACCOUNTING AND SETTLEMENT:
The management, distribution, and settlement of traffic safety expenses funded by the central state budget shall be carried out in accordance with Circular No. 09 TC/NSNN dated March 18, 1997 of the Minister of Finance guiding the implementation of budget decentralization, preparation, execution, and settlement; Decision No. 999-TC/QĐ/CĐKT dated November 2, 1996 of the Minister of Finance on the issuance of the accounting system for administrative and public services.
III. IMPLEMENTATION PROVISIONS:
This Circular takes effect fifteen days from the date of signature. Any difficulties encountered during implementation should be reported to the Ministry of Finance for study and appropriate amendments.
