CIRCULAR

Guidelines for managing traffic safety funds supported by the Central State Budget

 

Implementing Decision No. 917/1997/QĐ-TTg dated October 29, 1997 of the Prime Minister on the establishment of the National Traffic Safety Committee; To unify the management of the budget allocated for traffic safety work; The Ministry of Finance issues guidelines for managing traffic safety funds supported by the Central State Budget as follows:

 

I. GENERAL PRINCIPLES:

1. Funds to implement traffic safety work of the National Traffic Safety Committee shall be supported by the State budget and balanced into the annual budget of the Ministry of Transport.

2. The National Traffic Safety Committee shall take the lead in coordinating with the Ministry of Transport and the Ministry of Finance in compiling and forecasting the annual and quarterly budget plans for traffic safety work for units to implement Decree No. 36/CP dated July 25, 1995, Decree No. 39/CP, and Decree No. 40/CP dated July 5, 1996 of the Government.

3. Funds from the State budget allocated for traffic safety work must be used for the purposes and contents approved by the Chairman of the National Traffic Safety Committee; They must be strictly managed according to current financial regulations.

 

II. SPECIFIC PROVISIONS ON THE MANAGEMENT REGIME FOR FUNDS USED FOR TRAFFIC SAFETY AND ORDER WORK SUPPORTED BY THE CENTRAL STATE BUDGET:

A. EXPENDITURE CONTENT:

1. Expenditure for the office of the permanent secretariat of the National Traffic Safety Committee.

2. Expenditure for national traffic safety work:

Expenditure for regular meetings to review and summarize traffic safety work.

Expenditure for rewarding individuals and groups with outstanding achievements in traffic safety work as decided by the Prime Minister and the Chairman of the National Traffic Safety Committee.

Expenditure for traffic safety education, propaganda, and dissemination of traffic laws, including support for printing teaching materials for students at all levels to incorporate traffic rules into schools.

Support for training in traffic safety operations.

Expenditure for international cooperation in traffic safety.

Expenditure for drafting, revising, and supplementing traffic safety regulations.

Expenditure for inter-ministerial inspection teams on the implementation of traffic safety work.

Other expenditures.

B. BUDGET ESTIMATION, ISSUANCE OF FUNDS, ACCOUNTING, AND SETTLEMENT:
Traffic safety funds supported by the Central State Budget shall be managed, issued, and settled according to Circular No. 09 TC/NSNN dated March 18, 1997 of the Minister of Finance guiding the implementation of budget decentralization, preparation, execution, and settlement; Decision No. 999-TC/QĐ/CĐKT dated November 2, 1996 of the Minister of Finance on the issuance of the accounting system for administrative and public services.

This Circular takes effect fifteen days from the date of signature. Any difficulties encountered during implementation should be reported to the Ministry of Finance for study and appropriate amendments./.

 

III. IMPLEMENTATION PROVISIONS:

The Circular shall take effect fifteen days after the date of issuance. During its implementation, any difficulties should be reported to the Ministry of Finance for study and appropriate amendments./.
