On the allowance system for workers and officials in certain special industries and occupations in enterprises The following regulations apply to workers and officials in certain special industries and occupations in enterprises:
PRIME MINISTER
Pursuant to the Law on the Organization of the Government dated September 30, 1992;
On the basis of Decree No. 26/CP dated May 23, 1993 of the Government temporarily regulating the new wage system in enterprises;
At the proposal of the Minister of Labor, Invalids and Social Affairs,
DECISION:
Article 1. 1. Fixed meal allowance: The level of meals and the subjects eligible for the fixed meal allowance are specified in the appendix attached to this Decision.
The costs related to the fixed meal allowance are accounted for at 70% in the cost price or circulation fee of the enterprise. Subjects benefiting from the fixed meal allowance pay 30% of the fixed meal allowance amount and do not receive the allowance for heavy and hazardous work in kind.
2. For regions truly lacking fresh water seasonally, enterprises may account for the costs of purchasing and transporting fresh water for workers' and officials' daily use in the cost price or circulation fee after deducting the portion of fresh water costs included in their salaries.
3. In the aviation industry, workers and officials directly serving flights and temporary airport staff are entitled to an air safety bonus at a rate of 20% of their rank or position salary.
4. For divers working at depths of 3 meters or more, allowances based on actual diving hours are applied according to depth levels ranging from 10% to 100% of the minimum wage.
The Minister of Labor, Invalids and Social Affairs, the Minister of Finance, the Minister of Transport, and the Director of the Civil Aviation Administration of Vietnam shall stipulate the payment of wages in foreign currency for seamen and aircraft pilots when working abroad.
Article 2. The Ministers of Labor, Invalids and Social Affairs, Finance, and Transport shall provide guidance on implementing this Decision.
Article 3. This Decision takes effect from the date of signing and abolishes previous regulations that conflict with this Decision.
Article 4. The Minister, the Heads of Ministries equivalent to Ministries, the Heads of Government Agencies, and the Chairpersons of Provincial People's Committees under the Central Government are responsible for enforcing this Decision.

- Applicable subjects:
Level I meal: Aircraft crews; divers; seamen on overseas transport ships; fishing vessels operating far out at sea with horsepower capacity of 800 or more; marine rescue ships.
Level II meal: Underground coal miners; seamen on transport ships, fishing vessels, offshore construction ships, salvage ships; air traffic controllers, civil aviation service personnel; workers and officials working on offshore oil exploration and production platforms; seamen on geophysical survey ships, escort ships, and service ships when at sea.
Level III meal: Lighthouse workers; workers and officials during aerial survey and mapping periods for establishing topographic maps, seabed survey maps.
Level III subsistence allowance: workers operating lighthouse and buoy lights; civil servants during the period of conducting aerial photography for map compilation and underwater topographic surveying.
