PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to Resolution No. 30a/2008/NQ-CP dated December 27, 2008 of the Government on the Program to Quickly and Sustainably Reduce Poverty in 62 Poor Communes;
Considering the proposal of the Minister of Labor, Invalids, and Social Affairs,
DECISION:
Article 1. Targeted support from the central budget for seven communes with high poverty rates applying investment infrastructure mechanisms and policies as stipulated in Resolution No. 30a/2008/NQ-CP dated December 27, 2008 of the Government on the Program to rapidly and sustainably reduce poverty in 62 poor communes, including:
1. Vo Nhai District, Thai Nguyen Province;
2. Vu Quang District, Ha Tinh Province;
3. Huong Ke District, Ha Tinh Province;
4. Bac Tra My District, Quang Nam Province.
5. Dak Glong District, Dak Nong Province;
6. Tan Phu Dong District, Tien Giang Province;
7. Tra Cu District, Tra Vinh Province;
Article 2. Content of Support
1. At the district level: Investment in secondary schools; district ethnic minority boarding schools (including dormitories for students) with capacity to meet the educational needs of ethnic minority children in the area; district vocational training centers (including dormitories for trainees); county-level and inter-village water conservancy works; roads from the district center to villages and inter-village roads.
2. At the commune and sub-commune levels: Investment in essential infrastructure works in all communes within the district (excluding townships), including: Schools (classrooms, schools, including kindergartens, nursery classes, dormitories for boarders, teachers' residences); commune health stations meeting standards (including residences for medical staff); village-to-village roads, roads to economic zones and concentrated production areas (including bridges and culverts); irrigation works serving agriculture (field ditches and small-scale irrigation); electricity for production and daily life; water supply works (centralized or decentralized, wells and reservoirs).
Article 3. On the amount, source, and duration of support
1. Support for development investment for each district shall be equal to 70% of the average level of districts under Resolution No. 30a/2008/NQ-CP from the central budget.
2. Duration of support: Five years (2011-2015).
Article 4. Organization of Implementation
1. The Ministry of Planning and Investment shall take the lead, coordinate with the Ministry of Finance and relevant ministries to guide the implementation of the poverty reduction program by the districts, and allocate funds for targeted support from 2011 after the program has been approved by the competent authority.
2. People's Committees of provinces with districts as specified in Article 1 of this Decision shall instruct the districts to develop sustainable poverty reduction programs, seek opinions from relevant ministries and agencies, and have the program reviewed by the Ministry of Planning and Investment before finalizing and approving it.
Article 5. Effectiveness of the Decision
1. This Decision takes effect from the date of signature.
2. The contents of support as stipulated in Article 2 of this Decision shall be implemented from January 1, 2011.
Article 6. Ministers, Heads of ministerial-level agencies, and Chairmen of People's Committees of provinces as specified in Article 1 are responsible for implementing this Decision./.
