JOINT MINISTRY OF VIETNAM ACADEMY OF SCIENCES AND MINISTRY OF CULTURE
REGULATIONS AND GUIDELINES ON THE PUBLICATION AND DISTRIBUTION OF CALENDARS
Since the issuance of Decision No. 121-CP on August 8, 1967 by the Council of Ministers regarding the calculation and management of calendars by the State, the management and permission for publishing various types of calendars have gradually become systematic. Many agencies have strictly adhered to the State's regulations on printing and distributing calendars. However, some sectors and localities still fail to fully comply with calendar publication procedures. The management of lunar and solar calendars in historical books remains lax, and the content of calendars has not been closely linked to propaganda, education, and the dissemination of science...
To address these issues, on October 19, 1984, the Chairman of the Council of Ministers issued Directive No. 354-CT on strictly implementing the decision on calendar calculation and management by the State, assigning the task of managing the content and publication of various types of calendars to the Vietnam Academy of Sciences and the Ministry of Culture. To implement this directive, the Vietnam Academy of Sciences and the Ministry of Culture issued this Circular to guide and regulate the publication of calendars as follows:
1. All central and local agencies and organizations that need to publish various types of calendars (calendar packets, booklets, wallets, desk calendars, butterfly calendars, leaflets, calendar books, etc.) for circulation within the country or abroad must use the date and month table approved by the Vietnam Academy of Sciences.
Depending on the format, various types of calendars should include additional scientific knowledge, making the calendars rich in content and enhancing public understanding. This part of the content must be reviewed by the Vietnam Academy of Sciences.
2. The Publishing and Press Bureau under the Ministry of Culture will only issue publication permits for calendars to agencies and organizations that comply with the provisions set out in Point 1 of this Circular.
3. Agencies and organizations permitted to publish calendars must submit sample copies for distribution to the following agencies before release:
- Publishing and Press Bureau: 2 copies
- National Library: 5 copies
- Vietnam Academy of Sciences (Calendar Management Board): 2 copies.
4. The Publishing and Press Bureau (Ministry of Culture), the National Calendar Management Board (Vietnam Academy of Sciences), and the provincial Departments of Culture and Information have the responsibility to monitor and inspect agencies strictly implementing this Circular.
Agencies and organizations publishing calendars that do not adhere to the above regulations will be dealt with according to the law.
5. This Circular shall take effect for calendars published for the year 1986. Previous regulations contrary to this Circular are hereby abolished.
