REGIME FOR MANAGEMENT, ISSUE AND SETTLEMENT OF EXPENSES FOR IMPLEMENTATION OF THE
PROJECT ON INVESTIGATION AND SURVEY OF UNUSED LAND IN 2000
Pursuant to Decision No. 90/2000/QĐ-TTg dated January 27, 2000 of the Prime Minister approving the Project on Investigation and Survey of Unused Land in 2000.
After receiving the unified opinion of the General Department of Land Administration (Circular No. 735/TCĐC dated May 11, 2000), the Ministry of Finance guides the regime for management, issue and settlement of expenses for implementation of the Project on Investigation and Survey of Unused Land in 2000. as follows:
1/ Source of funds:
The funds for implementing the Project on Investigation and Survey of Unused Land in 2000 shall be guaranteed from the central budget surplus of Program 327.
2/ Content of expenditure.
2.1- At the Central level:
- Expenditure for project construction
- Expenditure for preparing materials and forms for investigation and survey of unused land in 2000.
- Expenditure for printing and providing satellite images to some localities.
- Expenditure for programming statistical software and consolidating data from the survey.
- Expenditure for training staff at provincial level on investigation and survey of unused land in 2000.
- Expenditure for directing, inspecting and accepting products of investigation and survey of unused land in 2000 in localities.
- Expenditure for consolidating data, constructing current status maps of unused land, proposing usage direction maps for forest land, aquaculture land, agricultural land and reporting the results of investigation and survey of unused land in 2000 nationwide.
- Expenditure for seminars, printing and issuing documents, various types of maps for investigation and survey of unused land in 2000 nationwide to report to the Government.
2.2- At the local level:
- Expenditure for training local staff on investigation and survey of unused land in 2000.
- Expenditure for organizing investigation, survey, evaluation and analysis of actual conditions.
- Expenditure for consolidating data, constructing current status maps of unused land, proposing usage direction maps for forest land, aquaculture land, agricultural land and reporting the results of investigation and survey of unused land in 2000 locally.
- Expenditure for inspecting and accepting village-level documents and maps.
- Seminars to complete reports and meetings to approve data.
- Printing and issuing documents and various types of maps for investigation and survey of unused land in 2000 locally to report to the General Department of Land Administration.
3/ Level of expenditure:
3.1- Level of expenditure for investigation and survey of unused land:
a/ For communes in mountainous, midland and coastal areas within key regions of the Project (with field investigation and office work), determined by the General Department of Land Administration:
- For highland communes with natural area of 10,000 hectares or more, the expenditure level is 4,315,000 dong per commune
- For highland communes with natural area under 10,000 hectares, the expenditure level is 3,743,000 dong per commune
- For lowland and midland communes, the expenditure level is 2,738,000 dong per commune
- For coastal communes, the expenditure level is 2,967,000 dong per commune
b/ For other communes (not within key regions of the Project):
- For communes with field investigation, the expenditure level is 812,000 dong per commune
- For communes with only office work, the expenditure level is 300,000 dong per commune
3.2- Level of expenditure for inspecting and accepting village-level documents:
- For highland communes: 336,000 dong per commune
- For midland and coastal communes: 128,000 dong per commune
- For other communes: 64,000 dong per commune
3.3- Level of expenditure for scanning, calculating: applicable only to 3,000 key communes of the Project: 432,000 dong per commune
3.4- Level of expenditure for editing unused land maps, usage direction maps: applicable only to key communes of the Project: 68,000 dong per commune for two types of maps; for districts with key communes: 113,800 dong per district for two types of maps; for key provinces: 1,138,000 dong per province for two types of maps.
3.5- Level of expenditure for editing maps for expanding agricultural land, aquaculture land, forest land usage direction: 46,000 dong per commune for one type of map
3.6- Level of expenditure for consolidating and calculating data from commune level at province to prepare reports sent to the General Department of Land Administration: 32,000 dong per commune
3.7- Level of expenditure for entering data and editing national maps: 4,463,000 dong per type of map
In addition, for works without unit prices, based on current state regulations to prepare budgets such as:
+ Travel expenses, training conferences, seminars according to current expense regulations.
+ Office supplies according to market prices at the time of implementation in the locality.
+ Price of hiring general labor: based on the actual situation of the locality but not exceeding 20,000 dong per day.
4/ Preparation of budget estimates, allocation and issuance of funds:
Based on the budget estimate for investigation and survey of unused land in 2000 decided by the Prime Minister, the Ministry of Finance will coordinate with the General Department of Land Administration to allocate and notify the budget to each locality, relevant ministries and central agencies, and the General Department of Land Administration.
Relevant ministries and central agencies will prepare detailed budget estimates for fund usage based on the notified budget and send them to the Ministry of Finance and State Treasury for review and issuance of funds.
Provincial Land Departments will prepare detailed budget estimates for investigation and survey of unused land based on workload and notified budget, the expenditure levels stipulated in this Circular and current financial expenditure regulations, and send them to the Provincial Finance and Price Departments and State Treasury for issuance of funds.
The Ministry of Finance will directly allocate budget limits to relevant ministries and central agencies, the General Department of Land Administration, and allocate to localities through the Provincial Finance and Price Departments to implement.
The State Treasury will examine and issue provisional payments or settle accounts for units according to Circular No. 40/1998/TT-BTC dated March 31, 1998 of the Ministry of Finance on guiding the regime for management, issuance, and settlement of state budget expenditures through the State Treasury.
5/ Inspection and settlement of funds:
Financial authorities at all levels will cooperate with the competent authorities to organize inspections of fund usage for investigation and survey of unused land in 2000 to ensure proper and compliant use according to current financial expenditure regulations.
Units will prepare quarterly and annual reports on settled funds used and submit them to the financial authorities according to current regulations.
The Ministry of Finance is responsible for reviewing and settling funds used by central agencies.
The Department of Finance and Prices of the Provinces and Cities directly under the Central Government shall be responsible for examining and approving the final accounts of funds for inventorying unused land when the work is completed in accordance with Circular No. 21/2000/TT-BTC dated March 16, 2000, issued by the Ministry of Finance on guiding the examination and notification of annual settlement for administrative and public service units.
6/ This Circular shall take effect fifteen days from the date of signature. During implementation, any difficulties should be reported to the Ministry of Finance for consideration and resolution.
