Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to the Education Law dated June 14, 2005;

Pursuant to Decision No. 47/2001/QĐ-TTg dated April 4, 2001 of the Prime Minister approving the planning of the university network for the period 2001-2010;

Considering the proposal of the Minister of Education and Training (memorandum No. 674/TTr-BGD&ĐT dated January 27, 2006, memorandum No. 1198/TTr-BGD&ĐT dated February 20, 2006) and that of the Association of Science and Technology Associations of Binh Dinh Province (letter No. 07/BC-LHH dated February 10, 2006) regarding the conversion of the project for establishing Quang Trung Private University into the project for establishing Quang Trung Private University,

Pursuant to …;

Article 1. Establish Quang Trung University.

Article 2. Quang Trung University is a higher education institution based in Binh Dinh Province, having legal personality, its own seal, and separate accounts.

Article 3. Quang Trung University operates in accordance with the Charter on the organization and operation of private universities issued together with Decision No. 14/2005/QĐ-TTg dated January 17, 2005 of the Prime Minister.

Article 4. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.

Article 5. The Ministers, Heads of ministerial-level agencies, Heads of government agencies, Chairpersons of provincial People's Committees under the central government, and the Association of Science and Technology Associations of Binh Dinh Province are responsible for implementing this Decision./.
