PRIME MINISTER

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to Decision No. 369/QĐ-TTg dated March 29, 2007 of the Prime Minister approving the National Press Award Project;

Considering the proposal of the Chairman of the Vietnam Journalists' Association,

DECISION:

Article 1. The National Press Award Council (hereinafter referred to as the Council) shall consist of individuals from the following components:

1. Chairman of the Vietnam Journalists' Association: Chairman of the Council;

2. Vice Chairman in charge of daily operations of the Vietnam Journalists' Association: Vice Chairman in charge of daily operations of the Council;

3. Deputy Head of the Central Propaganda Department in charge of press: Vice Chairman of the Council;

4. Deputy Minister of Culture, Sports and Tourism in charge of press: Vice Chairman of the Council;

5. Director of the Press Division (Central Propaganda Department): Member of the Council;

6. Director of the Press Administration (Ministry of Culture, Sports and Tourism): Member of the Council;

7. Vice Chairman of the Vietnam Journalists' Association (in charge of the South): Member of the Council;

8. Chairman of the Professional Council of the Vietnam Journalists' Association: Member of the Council. The Chairman of the Vietnam Journalists' Association is tasked with negotiating with relevant agencies to determine the specific personnel of the National Press Award Council according to the above components.

Article 2. The National Press Award Council has the following duties and powers:

1. Directing and organizing the implementation of the National Press Award annually in accordance with the provisions set out in Decision No. 369/QĐ-TTg dated March 29, 2007 of the Prime Minister approving the National Press Award Project;

2. Issuing the Regulations on the Award; deciding to establish and defining the tasks, powers, and operational rules of the Preliminary Review Council, the Final Review Council, and the working groups of the National Press Award Council;

3. Deciding the structure and value of the awards; deciding to award prizes to journalistic works that win the annual award based on the recommendations of the Final Review Council and bearing responsibility for this decision;

4. Assisting the agencies responsible for implementing the management of the National Press Award fund according to current regulations and the annual summary and evaluation of the results of the National Press Award implementation;

5. The National Press Award Council may use the seal of the Vietnam Journalists' Association in its relations with agencies, organizations, and individuals to perform the Council's duties and powers.

Article 3. The National Press Award Council is directly under the direction of the agencies responsible for the National Press Award as stipulated in point a and point b, Clause 1, Article 2 of Decision No. 369/QĐ-TTg dated March 29, 2007 of the Prime Minister approving the National Press Award Project.

Article 4. This Decision takes effect 15 days after its publication in the Official Gazette.

Article 5. Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government; the Vietnam Journalists' Association and individuals belonging to the component mentioned in Article 1 of this Decision who are appointed by agencies and organizations to participate in the National Press Award Council are responsible for implementing this Decision./.
