PURSUANT TO DECISION NO. 63/2010/QĐ-TTg DATED OCTOBER 15, 2010 OF THE PRIME MINISTER
ON SUPPORT POLICIES TO REDUCE POST-HARVEST LOSSES FOR AGRICULTURAL AND FISHERY PRODUCTS

BASED ON DECREE NO. 01/2008/NĐ-CP DATED JANUARY 3, 2008 OF THE GOVERNMENT ON THE FUNCTIONS, TASKS, POWERS, AND ORGANIZATIONAL STRUCTURE OF THE MINISTRY OF AGRICULTURE AND RURAL DEVELOPMENT; AND DECREE NO. 75/2009/NĐ-CP DATED SEPTEMBER 10, 2009 OF THE GOVERNMENT AMENDING DECREE NO. 01/2008/NĐ-CP DATED JANUARY 3, 2008 OF THE GOVERNMENT ON THE FUNCTIONS, TASKS, POWERS, AND ORGANIZATIONAL STRUCTURE OF THE MINISTRY OF AGRICULTURE AND RURAL DEVELOPMENT;
BASED ON THE QUALITY LAW ON GOODS AND COMMODITIES DATED NOVEMBER 21, 2007;
BASED ON DECISION NO. 63/2010/QĐ-TTg DATED OCTOBER 15, 2010 OF THE PRIME MINISTER ON SUPPORT POLICIES TO REDUCE POST-HARVEST LOSSES FOR AGRICULTURAL AND FISHERY PRODUCTS.
AFTER CONSULTATION WITH THE MINISTRY OF INDUSTRY AND TRADE, THE MINISTRY OF FINANCE, AND THE STATE BANK OF VIETNAM, THE MINISTRY OF AGRICULTURE AND RURAL DEVELOPMENT REGULATES THE LIST OF DOMESTICALLY PRODUCED MACHINERY AND EQUIPMENT AIMED AT REDUCING POST-HARVEST LOSSES THAT ARE ELIGIBLE FOR SUPPORT POLICIES AS FOLLOWS:
Article 1. ATTACHED HERETO IS THE LIST OF MACHINERY AND EQUIPMENT ELIGIBLE FOR THE POLICIES STATED IN ARTICLES 1 AND 2 OF DECISION NO. 63/2010/QĐ-TTg DATED OCTOBER 15, 2010 OF THE PRIME MINISTER ON SUPPORT POLICIES TO REDUCE POST-HARVEST LOSSES FOR AGRICULTURAL AND FISHERY PRODUCTS.
Article 2.ORGANIZATIONS AND INDIVIDUALS PRODUCING MACHINERY AND EQUIPMENT TO REDUCE POST-HARVEST LOSSES SHALL SELF-DETERMINE THE VALUE OF DOMESTIC PRODUCTION AND REGISTER WITH THE MINISTRY OF AGRICULTURE AND RURAL DEVELOPMENT FOR ANNOUNCEMENT. THE LIST OF MACHINERY AND EQUIPMENT AIMED AT REDUCING POST-HARVEST LOSSES SHALL BE REVIEWED AND UPDATED ANNUALLY AS PER ACTUAL NEEDS.
Article 3. THE PEOPLE'S COMMITTEE OF EACH PROVINCE AND CITY DIRECTS THE DEPARTMENT OF AGRICULTURE AND RURAL DEVELOPMENT TO LEAD AND COORDINATE WITH OTHER DEPARTMENTS AND SECTIONS TO IMPLEMENT THIS CIRCULAR AT THE LOCAL LEVEL; THE PROCESSING, MARKETING, AND SALT INDUSTRY COUNCIL SHALL MONITOR, SUMMARIZE, AND REPORT PERIODICALLY TO THE MINISTER.
Article 4. THIS CIRCULAR TAKES EFFECT FROM DECEMBER 1, 2010.
Article 5. THE HEAD OF THE MINISTRY’S OFFICE, THE HEADS OF ASSOCIATED BODIES AND UNITS, AND THE DIRECTORS OF THE DEPARTMENTS OF AGRICULTURE AND RURAL DEVELOPMENT OF PROVINCES AND CITIES UNDER THE CENTRAL GOVERNMENT ARE RESPONSIBLE FOR ENFORCING THIS CIRCULAR./.
