Issuing ADJUSTMENT REGULATION national technical regulations on "road traffic safety surveillance system", national technical regulations on "vehicle tracking devices and driver image recording devices" and national technical regulations on "traffic control center"
BASED ON THE ROAD TRAFFIC ORDER AND SAFETY LAW dated June 27, 2024;
On the basis of Law on Standards and Technical Regulations dated June 29, 2006; and Law amending and supplementing certain articles of the Law on Standards and Technical Regulations dated November 20, 2018;
Pursuant to Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing implementation of certain provisions of the Law on Standards and Technical Regulations and quy định chi tiết thực hiện một số điều của Luật Tiêu chuẩn và Quy chuẩn kỹ thuật và Decree No. 78/2018/NĐ-CP dated May 16, 2018 of the Government amending and supplementing certain Articles of Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing implementation of certain provisions of the Law on Standards and Technical Regulations;
Pursuant to Decree No. 01/2018/NĐ-CP dated August 6, 2018 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Public Security;
At the proposal of the Director of the Traffic Police Corps;
The Minister of Public Security issues this Circular VIOLATION ADJUSTMENT REGULATION national technical regulations on "road traffic safety surveillance system", national technical regulations on "vehicle tracking devices and driver image recording devices" and national technical regulations on "traffic control center".

Article 2. Effective Date
This Circular shall take effect from January 1, 2025 and replace Circular No. 75/2020/TT-BCA dated July 2, 2020 of the Minister of Public Security promulgating basic standards in the field of security for Road Traffic Safety Surveillance Systems - technical requirements.
Article 3. Responsibility for Implementation
1. The Director of the Traffic Police Department shall be responsible for monitoring, inspecting, and urging the implementation of this Circular.
2. Heads of units under the Ministry, Directors of Provincial Police Departments, municipal police departments directly under the central government, and related organizations and individuals shall be responsible for implementing this Circular. In the course of implementing this Circular, if there are difficulties or obstacles, relevant units, localities, organizations, and individuals shall report to the Ministry of Public Security (through the Traffic Police Department) for timely guidance.
