DECREE

Regarding the tasks, powers, and organizational structure of the General Department of Meteorology and Hydrology

THE GOVERNMENT

Pursuant to the Government Organization Law dated September 30, 1992;

Pursuant to Decree No. 15-CP dated March 2, 1993 of the Government regarding the tasks, powers, and responsibilities of state management by ministries and ministerial-level agencies;

At the proposal of the Director of the General Department of Meteorology and Hydrology and the Minister, Head of the Organization-Cadre Board of the Government;

DECREE:

Article 1

The General Department of Meteorology and Hydrology is an agency under the Government responsible for managing state affairs in the field of meteorology and hydrology throughout the country.

Article 2

The General Department of Meteorology and Hydrology has the following tasks and powers:

1- Submit to the Government draft laws, ordinances, strategies, plans, national programs, and policies and systems for managing the meteorology and hydrology sector and basic environmental surveys of air and water. Organize the implementation of the above matters after approval.

2- Issue standards, regulations, procedures, and technical norms for meteorology and hydrology and basic environmental surveys of air and water within its authority. Guide and inspect the implementation of the aforementioned documents.

3- Submit to the Government international cooperation, participation in international organizations, and signing of international treaties on meteorology and hydrology. Guide and direct the implementation of international cooperation plans in the field of meteorology and hydrology, and signed international treaties according to the Government's regulations.

4- Organize scientific research work in meteorology and hydrology, and train and improve technical skills in the field of meteorology and hydrology as prescribed by the Government.

5- Provide information and materials on meteorology and hydrology, water and air environment to agencies, organizations, and individuals as prescribed by the Government.

Implement within its authority the issuance and revocation of permits for meteorological and hydrological activities exclusively for organizations and individuals.

6- Coordinate with the Ministry of Finance and the State Planning Commission to develop financial plans for the meteorology and hydrology sector and manage such financial plans according to the Government's regulations.

7- Issue decisions, directives, and circulars within its authority to guide, instruct, and inspect sectors, localities, organizations, and citizens in implementing laws and policies of the State in the field of meteorology and hydrology.

8- Manage the organizational structure, public service units, state-owned enterprises, and civil servants and officials in the meteorology and hydrology sector as prescribed by the Government.

Article 3

The organizational structure of the General Department of Meteorology and Hydrology:

a) Organizations assisting the Director in performing state management functions:

The Station Network and Technical Equipment Bureau for Meteorology and Hydrology (referred to as the Network Bureau).

The Financial Planning Department.

The Science and Technology Department.

the International Cooperation Department.

The Organization and Cadre Department.

Inspection.

Office.

b) Public Service Organizations:

National Forecasting Center for Meteorology and Hydrology.

Meteorological and Hydrological Data Center.

Institute of Meteorology and Hydrology.

Southern Meteorological and Hydrological Center.

Marine Meteorological and Hydrological Center.

High Altitude Meteorological Station.

Ho Chi Minh City Meteorology and Hydrology Cadre School.

Hanoi Meteorology and Hydrology Cadre School.

Regional Meteorological and Hydrological Stations:

Southern Region Meteorological and Hydrological Station (in Ho Chi Minh City).

Central Highlands Region Meteorological and Hydrological Station (in Pleiku).

South Central Coast Region Meteorological and Hydrological Station (in Nha Trang City).

Central Coast Region Meteorological and Hydrological Station (in Da Nang City).

North Central Coast Region Meteorological and Hydrological Station (in Vinh City).

Red River Delta Region Meteorological and Hydrological Station (in Hanoi City).

Northeast Region Meteorological and Hydrological Station (in Hai Phong City).

Northwest Region Meteorological and Hydrological Station (in Viet Tri City).

Northwest Region Meteorological and Hydrological Station (in Son La Town).

Article 4

The General Department of Meteorology and Hydrology is led by the Director, assisted by Deputy Directors. The Director and Deputy Directors are appointed and relieved of their duties by the Prime Minister. The Director of the General Department of Meteorology and Hydrology appoints and relieves of duty Department Heads, Deputy Department Heads, Bureau Chiefs, Deputy Bureau Chiefs, and equivalent positions.

The Director of the General Department of Meteorology and Hydrology specifies the specific tasks and powers of the subordinate organizations mentioned above.

Article 5

This Decree takes effect from the date of issuance. The Decree No. 215-CP dated November 5, 1976 of the Government and other previous regulations contrary to this Decree are abolished.

The Director of the General Department of Meteorology and Hydrology, Ministers, Heads of Ministries equivalent to Ministries, Heads of Government-affiliated agencies, Chairpersons of People's Committees of provinces and centrally governed cities have the responsibility to implement this Decree./.
