Pursuant to the Law on Organization of the Government dated December 25, 2001;
Considering the proposals of the People's Committees of the provinces of Cao Bang (document No. 628/BC-UBND dated April 11, 2008), Ha Tinh (document No. 988/UBND-NL dated April 23, 2008)2 of the Ministries of Labor, Invalids and Social Affairs (documents No. 37/BC-LDTBXH dated April 28, 2008; No. 1541/LDTBXH-BTXH dated May 9, 2008; No. 1491/LDTBXH-BTXH dated May 7, 2008), Finance (documents No. 5416/BTC-DTQG dated May 12, 2008; No. 5236/BTC-DTQG dated May 7, 2008), Agriculture and Rural Development (documents No. 1200/BNN-TT dated May 5, 2008; No. 1258/BNN-TT dated May 9, 2008),
DECISION:
Clause 4 of Article 6Release (without charge) 4,550 tons from the national reserve to support the provinces of Quang Nam, Ha Tinh, and Cao Bang for emergency food aid. The specific allocation is as follows: Quang Nam 2,000 tons of rice, Ha Tinh 2,000 tons of rice, Cao Bang 550 tons of rice.
The Chairpersons of the People's Committees of the aforementioned provinces shall be responsible for managing and distributing the provided rice according to regulations, to the correct recipients, and in a timely manner.

Article 3. The Ministers of Finance, Labor, Invalids and Social Affairs, Planning and Investment, Agriculture and Rural Development, the Head of the Central Steering Committee for Flood and Storm Prevention and Control, and the Chairpersons of the People's Committees of the provinces of Quang Nam, Ha Tinh, and Cao Bang are responsible for implementing this Decision./.
