Pursuant to the Law on Organization of the Government dated December 25, 2001;

On the basis of Decree No. 86/2002/NĐ-CP dated November 5, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of ministries and ministerial-level agencies;

On the basis of Decree No. 49/2003/NĐ-CP dated May 15, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Health;

Considering the proposal of the Minister of Health and the Minister of Home Affairs,

Pursuant to …;

Article 1. Reorganize units under the Ministry of Health outside Decree No. 49/2003/NĐ-CP dated May 15, 2003 of the Government as follows:

1. Maintain the following units:

- Central Tuberculosis and Respiratory Disease Hospital Phuc Yen;

- Vietnam-Sweden Hospital Uong Bi;

- Central Institute of Medical Information and Library;

- Institute of Medical Equipment and Construction;

- College of Medical Technology I;

- College of Medical Technology II;

- School of Medical Equipment Technology;

- Secondary School of Pharmacy.

2. Rename the following units:

- National Institute of Vaccine and Biological Product Control to National Institute of Vaccine and Medical Biological Product Control;

- Quynh Lap Leper and Dermatology Hospital to Central Leper and Dermatology Hospital Quynh Lap;

- Quy Hoa Leper and Dermatology Hospital to Central Leper and Dermatology Hospital Quy Hoa.

- Hospital 71 to Central Hospital 71;

- Institute of Testing to Central Institute of Pharmaceutical Testing;

- Health Education and Communication Center to Central Health Education and Communication Center;

- Institute of Vaccine and Biological Products (Nha Trang) to Institute of Vaccine and Medical Biological Products;

- Sabin Vaccine Research and Production Center to Center for Research and Production of Vaccines and Medical Biological Products.

3. Upgrade and rename the Ho Chi Minh City Branch of the Institute of Testing to Ho Chi Minh City Institute of Pharmaceutical Testing.

4. Merge AIDS Journal and Community Magazine under the National AIDS Prevention and Control Center.

5. The Ministry of Health shall develop a proposal to establish the Central Institute of Oral and Maxillofacial Surgery, to be submitted to the Prime Minister for consideration and decision.

12/2025/TT-BNNMT dated June 19, 2025 issued by the Minister of Agriculture and EnvironmentThe Minister of Health shall specify the functions, tasks, organizational structures, and working relationships of the units under Article 1 of this Decision.

Article 3. This Decision takes effect 15 days from the date of signature.

Any previous regulations contrary to this Decision are abolished.

Article 4. The Ministers, Heads of ministerial-level agencies, Heads of government agencies, Chairpersons of provincial People's Committees under the direct jurisdiction of the central government shall be responsible for implementing this Decision./.
