Regarding the issuance of the List of Medical Consumables to be Reimbursed by Social Insurance (Health Insurance)

Pursuant to Decree No. 49/NĐ-CP dated May 15, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Health;

Pursuant to the Health Insurance Regulations issued together with Decree No. 58/1998/NĐ-CP dated November 13, 1998 of the Government and Circular No. 17/1998/TT-BYT dated December 19, 1998 of the Ministry of Health guiding medical examination and treatment and reimbursement of health insurance costs;

Pursuant to Joint Circular No. 11/TTLT dated September 30, 1995 of the Ministry of Health, Ministry of Finance, Ministry of Labor, Invalids and Social Affairs, and the State Price Control Board of the Government guiding the implementation of Decree No. 95-CP dated August 27, 1994 of the Government on collecting part of hospital fees;

Pursuant to Circular No. 49/2003/TT-BTC dated May 16, 2003 of the Ministry of Finance guiding the implementation of Decision No. 02/2003/QĐ-TTg dated January 2, 2003 of the Prime Minister regarding financial management regulations for the Vietnam Social Security;

Pursuant to the proposal of the General Director of the Vietnam Social Security at Document No. 2133/BHXH-GDYT dated July 7, 2003 concerning the resolution of certain issues in the reimbursement of medical examination and treatment costs for insured patients and Document No. 3879/BHXH-GDYT dated November 18, 2003 providing comments on the List of Medical Consumables to be reimbursed by Social Insurance;

At the proposal of the Director of the Department of Planning and Finance and the Director of the Treatment Department, Ministry of Health.

DECISION:

Article 1. Attached hereto is the List of Medical Consumables to be Reimbursed by Social Insurance.

Article 2. Based on this List, healthcare facilities shall organize the supply and settlement with the Social Insurance agency in accordance with the provisions; the reimbursement price of each type of consumable in the List shall be calculated based on the purchase price of the hospital..

Article 3. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.

Article 4. The Heads of the Office, Directors of the Departments: Planning and Finance, Treatment, Legal; Directors of Provincial Health Services under central cities and provinces; Directors of hospitals and healthcare facilities are responsible for implementing this Decision.
