THE MINISTER OF INDUSTRY
Pursuant to the Government Decree No. 74/CP dated November 1, 1995 on the functions, tasks, powers, and organizational structure of the Ministry of Industry;
Pursuant to Decision No. 3995/QĐ-TCCB dated December 31, 1996 of the Minister of Industry on the establishment of the Institute of Mechanical Engineering;
Considering the proposal of the Director of the Institute of Mechanical Engineering (in Report No. 459/NCCK dated November 26, 2001);
At the suggestion of the Director of the Department of Organization and Cadres,
DECISION:
Article 1. Establish the Mechanical Engineering Research Branch based on the Representative Office of the Institute of Mechanical Engineering in Ho Chi Minh City;
The Mechanical Engineering Research Branch is a research and development unit under the Institute of Mechanical Engineering, having accounts at banks (including foreign currency accounts) and the State Treasury, and having its own seal for operation and transactions in accordance with the provisions of the law and the Regulations on the Organization and Operation of the Branch.
International trade name in English: NATIONAL RESEARCH INSTITUTE FOR MECHANICAL ENGINEERING-BRANCH abbreviated: NARIME-B
Main office located at: No. 24, Phó Đức Chính Street, Nguyen Thai Binh Ward, District 1, Ho Chi Minh City.
Article 2. The Mechanical Engineering Research Branch has the following main tasks:
1. To conduct research and development programs, projects, and topics in scientific and technological research, environmental protection, and application of advanced modern technologies in the mechanical industry to contribute positively to the industrialization and modernization of the country;
2. To provide investment advice, implement projects, economic and technical feasibility studies, design, manufacture, installation of various types of machinery, spare parts, electrical control equipment, hydraulic and pneumatic equipment, synchronous equipment; repair, operation maintenance, and provision of mechanical and electrical equipment, evaluation and transfer of waste treatment technology for construction works and investment development projects in the industries, agriculture, hydropower, transportation, and construction sectors;
3. To produce spare parts, machinery, and synchronous equipment, market through import and export, consume products from research topics and projects; implement science and technology, industrial services to achieve domestication and replacement of imported goods;
4. To develop cooperative relationships in research and development of science, technology, and environment in the mechanical industry with domestic and foreign agencies, units, and individuals;
5. To coordinate with relevant agencies, train specialized knowledge and skills for staff of the Branch and other agencies and units in need;
6. To organize scientific and technical-economic information activities including:
a) Building databases, organizing information networks, and serving as the focal point for cooperation in mechanical engineering information with foreign countries;
b) Providing information in various forms: publishing publications, special reports, scientific conferences, advertising, product introductions;
7. To participate in drafting national procedures, standards, and economic-technical norms for the industry, and to inspect scientific and technological works in the field of mechanical engineering;
8. To act as the representative of the Institute of Mechanical Engineering in Ho Chi Minh City and southern provinces.
Article 3. Organizational structure of the Branch:
1. Leadership:
a) Branch Director;
b) Deputy Directors of the Branch.
2. Supporting departments (including some specialized technical departments).
3. Experimental production units, technology transfer units, production and industrial service units (including centers, experimental workshops, product display shops...).
Authorized by the Director of the Institute of Mechanical Engineering, to promulgate the Regulations on the Organization and Operation, appoint management positions, and allocate staff of the Mechanical Engineering Research Branch, ensuring a streamlined and effective organizational structure.
Article 4. THIS DECISION SHALL TAKE EFFECT 15 DAYS AFTER THE DATE OF SIGNATURE.
The Head of the Ministry's General Office, the Inspector General, Department Heads, Bureau Chiefs under the Ministry, the Director of the Institute of Mechanical Engineering, and the Director of the Mechanical Engineering Research Branch are responsible for implementing this Decision./.
