Guidelines for Implementing the Training and Competition Food Allowance System and Financial Expenditure Regime for Sports Competitions within the Military

Pursuant to Decree No. 104/2008/NĐ-CP dated September 16, 2008 of the Government on the Functions, Tasks, Authorities, and Organizational Structure of the Ministry of National Defense;
Pursuant to Decision No. 67/2008/QĐ-TTg dated May 26, 2008 of the Prime Minister on Special Nutrition Regimes for High-Performance Athletes and Coaches; Circular Joint No. 149/2011/TTLT/BTC-BVHTTDL dated November 7, 2011 of the Ministry of Finance and the Ministry of Culture, Sports and Tourism on Guidelines for Implementing Special Nutrition Regimes for High-Performance Athletes and Coaches; Circular Joint No. 200/2011/TTLT/BTC-BVHTTDL dated December 30, 2011 of the Ministry of Finance and the Ministry of Culture, Sports and Tourism on Regulations on Financial Expenditure for Sports Competitions.
This Circular stipulates the standards, quantities, and meal allowances for persons under temporary detention, persons under pretrial detention, and prisoners in detention centers, pretrial detention centers, and temporary holding facilities under the management of the Ministry of National Defense.
The Minister of National Defense hereby issues guidelines for implementing the training and competition food allowance system for coaches and athletes and the financial expenditure regime for sports competitions within the military as follows:
Article 1. Scope of Regulation
These guidelines provide for the implementation of the training and competition food allowance system for coaches and athletes and the financial expenditure regime for sports competitions within the military.
Article 2. Applicability
1. Coaches and athletes under the management of the military (including coaches and athletes of the Army Shooting Team).
2. Members of the Steering Committee, Organizing Committee, and specialized sub-committees of military sports meetings and all-military physical culture and sports congresses.
3. Members of the organizing committee and specialized sub-committees of each competition.
4. Referees, supervisors, and secretaries of competitions.
5. Personnel involved in security, medical care, and service at competition venues.
6. Members of foreign sports teams participating in international competitions organized by the Ministry of National Defense in Vietnam.
Article 3. Training and Competition Food Allowance System
1. Meal Levels
a) Level 1 Meal
Coaches and athletes participating in national championships, cup tournaments, Army Cup, and other competitions included in the annual competition plan of the Ministry of Culture, Sports and Tourism assigned by the General Staff.
b) Level 2 Meal
- Coaches and athletes of Class A1 football teams participating in competitions assigned by the General Staff;
- Coaches and athletes of junior teams participating in youth competitions.
c) Level 3 Meal
- Coaches and athletes of talent development teams participating in juvenile and children's competitions, age group competitions;
- Coaches and athletes from units directly under the Ministry participating in national championships, military sports meetings, and all-military physical culture and sports congresses.
d) Level 4 Meal
- Coaches and athletes participating in competitions organized annually not more than once by units directly under the Ministry. The duration and number of participants are based on the actual number of days approved by the General Staff;
- Instructors and students of vocational training and cadre development courses in physical culture and sports organized or delegated by the General Staff. The duration and number of participants are based on the actual number of days approved or decided by the General Staff;
- Members of the steering committee, organizing committee, specialized sub-committees, supervisors, and referees during the time they are directly involved in organizing competitions held by the Ministry of National Defense.

3. Supplementary Medicine Allowance for Coaches and Athletes
Coaches and athletes will receive a supplementary medicine allowance corresponding to their meal level, calculated at 20% of the food allowance amount.

4. Duration of Training and Competition Meals
a) Athletes and coaches participating in national championships and team selections for national competitions organized by the General Staff may have up to 60 days of training meals per year.
b) Cup and youth national competitions, expanded Army Cup and youth competitions, and team championships with rankings may have up to 30 days of training meals per year.
c) Other competitions within the annual competition plan of the Ministry of Culture, Sports and Tourism are only eligible for competition meal allowances, not training meal allowances.
d) Athletes and coaches assigned by the General Staff to participate in competitions according to the plan of the Ministry of Culture, Sports and Tourism will be entitled to competition meal allowances for the actual competition days or as stipulated in the competition rules.
e) If a competition is divided into multiple rounds, the following applies: if the interval between two rounds is 10 days or less, the competition meal allowance remains unchanged; if it is 11 days or more, the training meal allowance is provided but not exceeding 60 days for national championships and 30 days for other competitions as specified.
f) For high-performance athletes (with medal-winning potential) selected by the Ministry of National Defense to train and compete in ASEAN military or other international competitions, the training meal allowance is VND 300,000/person/day (inclusive of supplementary medicines), with a maximum duration of 60 days; for international competitions authorized by the General Sports Administration and approved by the General Staff, the maximum duration is 30 days.
Article 4. Food allowance for training and participating in international sports competitions organized by the Ministry of National Defense in Vietnam
1. The food allowance for Vietnamese coaches and athletes directly participating in international competitions organized by the Ministry of National Defense in Vietnam shall be implemented as prescribed in Point e, Clause 4, Article 3 of this Circular.
2. Food allowance during competition time
a) For officials, referees, supervisors, coaches, and athletes from foreign countries during competition time (if the Vietnam Ministry of National Defense must ensure) shall apply the meal standard level B as stipulated in Point 4, Appendix on International Guest Classification accompanying Circular No. 01/2010/TT-BTC dated January 6, 2010, issued by the Ministry of Finance, which regulates expenditure for receiving foreign guests to work in Vietnam, organizing international conferences and seminars in Vietnam, and hosting domestic guests.
b) For Vietnamese coaches and athletes during actual competition time shall apply the food allowance equivalent to that of foreign coaches and athletes during competition time as prescribed in Point a, Clause 2, Article 4 of this Decree.
c) For members of the steering committee, organizing committee, and specialized sub-committees, referees, and supervisors (Vietnamese nationals) during direct duty for the competition shall apply the first-class competition meal allowance.
Article 5. Allowance for performing duties in domestic sports competitions
The allowance for performing duties on competition days is calculated based on actual working days; for those working according to sessions or matches, the allowance payment is calculated based on the actual number of sessions or matches, but not exceeding a maximum of 3 sessions or 3 matches per person per day (matches for volleyball, handball, basketball, water polo, badminton, tennis), specifically:
1. Competitions organized by the Ministry of National Defense
a) Members of the Steering Committee, Organizing Committee; Heads and Deputy Heads of specialized sub-committees: 80,000 VND/person/day;
b) Members of specialized sub-committees: 60,000 VND/person/day;
c) Supervisors, chief referees: 60,000 VND/person/session;
d) Secretaries, other referees: 50,000 VND/person/session;
đ) Medical staff: 45,000 VND/person/session;
e) Security and protection forces, service personnel at competition venues: 45,000 VND/person/session.
2. Competitions organized by subordinate agencies under the Ministry of National Defense
a) Members of the Steering Committee, Organizing Committee; Heads and Deputy Heads of specialized sub-committees: 45,000 VND/person/day;
b) Members of specialized sub-committees: 35,000 VND/person/day;
c) Supervisors, chief referees: 45,000 VND/person/session;
d) Secretaries, other referees: 35,000 VND/person/session;
đ) Medical staff: 30,000 VND/person/session;
e) Security and protection forces, service personnel at competition venues: 25,000 VND/person/session.
3. Budget for organizing mass performances and parades for the National Military Sports Congress
a) Expenses for creating, staging, and directing performance sequences shall be settled according to economic contracts between the organizing committee and organizations or individuals, with expenses following current government regulations on remuneration systems, establishment, and utilization of remuneration funds for certain works.
b) Allowance for participants in mass performances, parade formations, and character displays:
+ Participants:
- Rehearsal: 30,000 VND/person/session;
- Final rehearsal: 40,000 VND/person/session;
- Official performance: 70,000 VND/person/session.
+ Management and guidance teachers: 60,000 VND/person/session.
4. Coaches, delegates, and direct service personnel ensuring support for military sports teams during participation in competitions organized by the General Department of Physical Culture and Sports shall apply an allowance rate of 80,000 VND/person/day (similar to heads and deputy heads of specialized sub-committees in competitions organized by the Ministry of National Defense); the duration and number of personnel enjoying the allowance shall be based on the actual number of days in the approved plan by the General Staff Headquarters.
5. Coaches, delegates, and direct service personnel ensuring support for sports teams of agencies and units under the Ministry during participation in championship, tournament, and national military sports congress competitions shall apply an allowance rate of 45,000 VND/person/day (similar to heads and deputy heads of specialized sub-committees in competitions organized by subordinate agencies under the Ministry of National Defense); the duration and number of personnel enjoying the allowance shall be based on the actual number of days in the approved plan by the General Staff Headquarters.
Article 6. System for Subsistence Allowance for Duties in International Sports Competitions Organized by the Ministry of National Defense in Vietnam
The subsistence allowance system shall be implemented on a daily, sessional, or match basis according to actual circumstances.
1. Steering Committee, Organizing Committee; Heads and Deputy Heads of sub-committees (Vietnamese citizens): VND 180,000/person/day;
2. Members of sub-committees (Vietnamese citizens): VND 100,000/person/day;
3. Supervisors, chief referees (Vietnamese citizens): VND 120,000/person/session;
4. Referee secretaries: VND 60,000/person/day;
5. Other subjects (Vietnamese citizens) shall enjoy allowances equivalent to those of similar categories organized by the Ministry of National Defense;
6. Interpreting fees (if the Military cannot arrange, must hire externally) for foreign individuals shall not exceed VND 300,000/person/session;
7. Transportation and accommodation expenses for foreign sports delegations (if the Military cannot arrange) shall be implemented based on actual costs but shall not exceed the reception standards for foreign guests stipulated in Circular No. 01/2010/TT-BTC dated January 6, 2010, issued by the Ministry of Finance, concerning expenditure regulations for receiving foreign guests for work in Vietnam, organizing international conferences and seminars in Vietnam, and domestic reception expenses.
Article 7. Provisions for Ensuring Food Allowances and Subsistence Allowances
1. Individuals receiving salaries who fall under the category guaranteed food allowances for training and competition as prescribed in this Circular shall only pay the basic food allowance rate for infantry non-commissioned officers and soldiers; the difference shall be covered by the unit and settled with higher authorities. Notably, individuals from the talent system who have not been officially assigned and are entitled to food allowances under this Circular do not need to pay for meals.
2. The number of personnel, days of training and competition guaranteed and settled must correspond to the approved list by the General Staff Department. Each subject can only enjoy the highest food allowance rate and cannot receive duplicate food allowances.
3. Nutritional supplements shall only apply to coaches and athletes participating in concentrated training and competitions, and shall not apply to other subjects.
4. In cases where an individual is assigned multiple tasks during the organization of the competition, they shall only enjoy the highest subsistence allowance rate.
5. During the period when the subject enjoys the food allowance regime as stipulated at Point c), Clause 2, Article 4 of this Circular, they shall not be reimbursed for lodging subsidies as prescribed in the current travel expense regulations.
Article 8. Funding Assurance
The funds to ensure the implementation of the regimes in this Circular shall be accounted for as follows:
1. Training and competition meal expenses for non-commissioned officers and soldiers shall be recorded under Item 6400, Sub-item 6401, Section 20, Category 00 "Meal Expenses for Military Branches."
2. Meal difference expenses for personnel on salary (including contractual employees) during training and competition shall be recorded under Item 6400, Sub-item 6401, Section 30, Category 00 "Subsidy for Meal Expenses for Personnel on Salary."
3. Nutritional supplements for athletes, subsistence allowances for duty performance, and allowances for participants in mass performances, parades, and formations shall be recorded under Item 6400, Sub-item 6401, Section 40, Category 00 "Additional Meal Expenses for Duty Performance."
4. Costs for creation, production, and direction of mass performances shall be recorded under Item 7750, Sub-item 7799, Section 10, Category 22 "Combat Training and Physical Education."
5. Meal expenses and other charges for foreign sports delegations participating in international sports competitions organized by the Ministry of National Defense in Vietnam shall be recorded under Item 6850, Sub-item (6851-6899), Section 00, Category 00 "Delegation Expenses."
Article 9. Effective Date
1. This Circular shall take effect 45 days from the date of signature and replace Circular No. 19/2012/TT-BQP dated March 5, 2012, issued by the Ministry of National Defense, concerning standards, quantities, and meal allowances for athletes, coaches, physical education teachers, and financial expenditure regulations for sports competitions within the Military.
2. The provisions set forth in this Circular shall be implemented from May 1, 2013.
Article 10. Responsibility for Implementation
1. Commanders of relevant agencies and units shall be responsible for implementing this Circular.
2. The Director of the Logistics General Department, the Financial Department Chief of the Ministry of National Defense, and the Training Department Chief of the General Staff Department are responsible for implementing this Circular./.
