CIRCULAR
Regulations on the List of State Secrets of Confidential Level for the Central Economic Commission

Pursuant to the Ordinance on Protection of State Secrets No. 30/2000/PL-UBTVQH10 dated December 28, 2000 of the Standing Committee of the National Assembly;
Pursuant to the Decree No. 33/2002/NĐ-CP dated March 28, 2002 of the Government detailing the implementation of the Ordinance on Protection of State Secrets;
Pursuant to Decree No. 106/2014/NĐ-CP dated November 17, 2014, of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Public Security;
After reaching consensus with the Head of the Central Economic Commission, the Ministry of Public Security issues the List of State Secrets of Confidential Level for the Central Economic Commission.
Article 1. The List of State Secrets of Confidential Level for the Central Economic Commission includes the following information and documents:
1. Draft proposals of the Central Economic Commission regarding the programs and plans of work of the Politburo and the Secretariat in leading and directing economic and social development that have not been or have not yet been made public.
2. Drafts of the Central Economic Commission concerning resolutions, decisions, and directives of the Party Central Committee, the Politburo, and the Secretariat in the field of economy and society (excluding information and documents classified as Top Secret) that have not been or have not yet been made public.
3. Reports of the Central Economic Commission on the assessment of policies and strategies for regional and sectoral economic and social development related to national defense and security; reports of the Central Economic Commission on the implementation of central resolutions, decisions, and directives in the field of economy and society directly related to national defense and security that have not been or have not yet been made public.
4. Documents of the Central Economic Commission assessing, commenting, and evaluating when promoting and disciplining cadres in sectors under the management of the Politburo, the Secretariat, and the Government's Party Cadre Affairs Committee that have not been or have not yet been made public.
5. Files and documents related to organizational and cadre personnel work of the Central Economic Commission at the level of Deputy Department Heads and equivalent positions that have not been made public.
6. Information and documents related to inspection, supervision, complaint resolution, and accusation of cadres working at the Central Economic Commission that have not been or have not yet been made public.
7. Detailed design documents, technical specifications of the wide area computer network system of the Central Economic Commission; encryption keys, passwords, solutions, and special conventions for ensuring the security and safety of networks and computers containing state secrets of the Central Economic Commission.
8. Documents and materials in the process of leading and coordinating with relevant agencies to study and propose major mechanisms and policies on economic and social development, enhancing productive forces, and perfecting production relations, and social issues linked to the economy according to the division of labor of the Politburo and the Secretariat.
9. Materials, work logs, and devices storing information (USB drives, memory cards, hard disks) containing information classified as Confidential level of the Central Economic Commission.
10. Documents using information from the List of State Secrets of Confidential Level of other agencies and organizations.
Article 2. Effective Date
This Circular takes effect from January 12, 2015.
Article 3. Responsibility for Implementation
1. The Central Economic Commission and the Ministry of Public Security shall be responsible for inspecting the implementation of this Circular.
2. Ministries, ministerial-level agencies, agencies under the Government; People's Committees of provinces and centrally governed cities shall be responsible for implementing this Circular./.
