DECREE
Regarding the division of Vinh Lac and Thanh Hoa districts in Vinh Phu province
THE GOVERNMENT
Pursuant to the Government Organization Law dated September 30, 1992;
Considering the proposal of the Chairman of the People's Committee of Vinh Phu province and the Minister, Head of the Organization-Cadres Department under the Government,
DECREE:
Article 1. The two districts of Vinh Lac and Thanh Hoa in Vinh Phu province shall now be divided into new districts as follows:
1. Divide Vinh Lac district into Vinh Tuong and Yen Lac districts.
Vinh Tuong district has a natural area of 14,027 hectares and a population of 176,830 people, including Vinh Tuong town and 28 communes: Vinh Ninh, Phu Da, Lung Hoa, Tho Tang, Tan Cuong, Dai Dong, Tu Trung, Cao Dai, Tuan Chinh, Bo Sao, Vinh Son, Binh Duong, Van Xuan, Tam Phuc, Phu Thinh, Ly Nhan, An Tuong, Vinh Thinh, Yen Binh, Tan Tien, Vu Di, Thuong Trung, Chan Hung, Vu Kien, Kim Xa, Yen Lap, Viet Xuan, and Nghia Hung.
The boundary of Vinh Tuong district: to the East, it borders Yen Lac district; to the West, it borders Viet Tri city and Ha Tay province (Ba Vi district); to the South, it borders Ha Tay province (Ba Vi, Phuc Tho districts and Son Tay town); to the North, it borders Tam Dao and Lap Thach districts.
Yen Lac district has a natural area of 11,039 hectares and a population of 140,683 people, including 17 communes: Dong Cuong, Binh Ding, Trung Nguyen, Te Lo, Minh Tan, Tam Hong, Yen Dong, Dai Tu, Hong Chau, Lien Chau, Trung Ha, Trung Kien, Hong Phuong, Nguyet Duc, Van Tien, Yen Phuong, and Dong Van. The boundary of Yen Lac district: to the East, it borders Me Linh district; to the West, it borders Vinh Tuong district; to the South, it borders Ha Tay province (Phuc Tho district); to the North, it borders Tam Dao district and Vinh Yen town.
2. Transfer ten upper regions of Song Thao district, namely the communes:
Hien Luong, Quan Khe, Dong Lam, Lam Loi, Xuan Ang, Chue Lua, Bang Gia, Vo Tran, Van Lang, Minh Coi to Thanh Hoa district.
Divide Thanh Hoa district and the ten upper regions of Song Thao district into Thanh Ba and Ha Hoa districts.
Thanh Ba district has a natural area of 8,596.9 hectares and a population of 105,041 people, including Thanh Ba town and 25 communes: Do Son, Phuong Linh, Khai Xuan, Vu Yen, Dong Xuan, Dong Ling, Dong Thanh, Nang Yen, Yen Khe, Luong Lo, Yen Noi, Son Cuong, Hoang Cuong, Thanh Xa, Chi Tien, Do Xuyen, Thanh Ha, Quang Nap, Thai Ninh, Thanh Van, Dai An, Man Lan, Hanh Cu, Ninh Dan, Vo Lao.
The boundary of Thanh Ba district: to the East, it borders Phong Chau district and Phu Tho town; to the West, it borders Song Thao district; to the South, it borders Tam Thanh district; to the North, it borders Ha Hoa and Doan Hung districts.
Ha Hoa district has a natural area of 26,481.81 hectares and a population of 114,052 people, including 33 communes: Leng Khanh, Cao Dien, Am Ha, Phuong Vien, Hau Bong, Dai Pham, Dan Ha, Am Thang, Gia Dien, Y Son, Yen Luat, Lang Son, Chinh Cong, Yen Ky, Mai Tung, Lien Phuong, Ha Luong, Huong Xa, Vu Cau, Minh Hack, Vinh Chan, Phu Khanh, Dan Thang, Minh Coi, Van Lang, Vo Tran, Bang Gia, Chue Lua, Xuan Ang, Lam Loi, Quan Khe, Hien Luong, and Dong Lam.

After adjusting the administrative boundaries:
Song Thao district retains a natural area of 22,499.09 hectares and a population of 124,492 people, including Song Thao town and 30 communes: Dong Luong, Dieu Luong, Van Khuc, Cat Tu, Hien Da, Tinh Cuong, Phu Lac, Chuong Xa, Ta Xa, Phu Khe, Yen Tap, Xuong Thinh, Son Ting, Huong Lung, Sai Nga, Son Nga, Thanh Nga, Phuong Xa, Phung Xa, Thang Vy, Ngo Xa, Tung Khe, Van Ban, Thuy Liu, Tuy Loc, Yen Duong, Tien Luong, Dong Cam, Tam Son, Cap Dan.
Article 2. This Decree takes effect from the date of signature. All previous provisions contrary to this Decree are abolished.
Article 3. The Chairman of the People's Committee of Vinh Phu Province and the Minister, Head of the Organization-Cadres Department of the Government shall be responsible for implementing this Decree.
