Directive No. 63/CT-PC on the implementation of propaganda for laws on citizens' complaints and denunciations.

DIRECTIVE

ON THE IMPLEMENTATION OF LEGAL EDUCATION AND PUBLICITY REGARDING CITIZENS' COMPLAINTS AND REPORTS

To implement the Government's administrative reform program and Plan and the Prime Minister's Directive No. 64/TTg dated January 25, 1995 on strengthening the work of handling citizens' complaints and reports, the State Inspectorate, the Ministry of Justice, and the Ministry of Culture and Information have developed specialized plans for legal education and publicity regarding citizens' complaints and reports.

To implement the above policy and plan, the Ministry of Culture and Information issues this directive to all subordinate agencies and units under the Ministry and all Provincial Departments of Culture and Information to promptly carry out the following tasks:

1. Conduct concentrated publicity campaigns from now until November 1995, thereafter incorporating the regular publicity of the Ordinance on Citizens' Complaints and Reports into their plans with specific content and targets as follows:

- For citizens and officials, Party members: Introduce and provide information on the rights and obligations regarding complaints and reports as stipulated by law, the role and responsibility of various levels, sectors, and state inspection organizations in handling citizens' complaints and reports. This will help each citizen, official, and Party member to exercise their rights and fulfill their obligations regarding complaints and reports in accordance with the law; promote democratic spirit, enhance discipline and sense of responsibility in making complaints and participating in supervision, detecting violations by the people and state agencies in examining and resolving citizens' complaints and reports, resolving them properly, and firmly dealing with individuals and groups who make false complaints and reports with malicious intent to disrupt internal stability and cause division.

- For state agencies: Heads at all levels and sectors must strengthen their responsibility to organize legal education and guidance on properly implementing regulations concerning receiving citizens, processing letters and petitions, examining and resolving citizens' complaints and reports. Simplify administrative procedures, reduce unnecessary burdens, improve the effectiveness of handling citizens' complaints and reports; through these actions, contribute to consolidating public trust and close ties between the people and the Party and state, contributing to political stability, social order and safety, and unity among the people.

2. Proactively coordinate with inspection and judicial agencies at the same level to organize various forms of publicity according to their functions, specifically:

- The Press Department should develop guidelines for central newspapers and radio stations to allocate special columns and programs to widely publicize the agreed-upon content.

- Provincial Departments of Culture and Information should develop plans to coordinate with local inspection and judicial agencies, as well as local newspapers and radio stations, to publicize the common content.

- Theaters and art troupes, both central and local, should develop additional programs and performances to serve the purpose of publicizing the ordinance and organizing wide-ranging performances for the general public.

- Libraries and book distribution agencies should organize exhibitions, sales, and talks to introduce specialized books for publicizing the ordinance.

- Cultural and Information Centers, House of Culture, Information and Exhibition Centers should intensify club activities, lectures, exhibitions, and organize competitions for drawing propaganda posters and mass art performances based on the themes of publicity.

- Mobile information teams should prepare programs for publicity according to the content of the ordinance and regularly serve down to the grassroots level.

- Universities, professional schools, and training courses for management cadres in the sector should allocate appropriate time in their curricula to impart basic knowledge about the ordinance to cadres, students, and trainees.

- The Bureau of Grassroots Culture and Information should cooperate with the State Inspectorate to organize printing and distribution of materials, leaflets, propaganda posters to serve the ministries, sectors, and localities in publicizing the ordinance to all target groups.

- Inspectors should organize training sessions for civil inspectors in units under the Ministry, while coordinating with the Legal Affairs Department to organize exchanges of experience in publicizing and implementing the ordinance.

Upon receipt of this directive, all agencies and units under the Ministry, and all Provincial Departments of Culture and Information should develop plans to direct subordinate units within their jurisdiction to immediately implement necessary tasks and report results monthly to the Ministry (Inspection Bureau) for consolidation and further guidance.
