Pursuant to Decree No. 45/2003/NĐ-CP dated May 9, 2005 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Home Affairs;
Pursuant to Point 3, Article 9 of Decree No. 86/2002/NĐ-CP dated November 5, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;
Based on the proposal in Report No. 167/TTr-VTLTNN dated March 17, 2006 of the National Archives and Records Management Agency regarding the issuance of economic and technical standards for paper document revision;

Article 1. Issuing Economic and Technical Standards for Paper Document Revision according to the attached appendices and guidance documents.
Article 2. The economic and technical standards set forth in Article 1 shall be applied at central and local state archival organizations as a basis for assigning tasks in document revision and as a foundation for determining funding levels for the revision of paper archival documents.
Article 3. Heads of central and local state archival organizations are responsible for implementing this Decision.
The National Archives and Records Management Agency is responsible for guiding and supervising the implementation of this Decision and submitting to the Minister of Home Affairs a Decision to amend when there are changes in technological processes and related factors.
Article 4. This Decision takes effect from the date of signature./.
