ON APPROVING THE PLAN FOR THE NETWORK OF INFORMATION OF THE VIETNAM NEWS AGENCY TO 2000

UNTIL 2000

PRIME MINISTER

Pursuant to the Government Organization Law dated September 30, 1992;

Considering the proposals of the General Director of the Vietnam News Agency at Circulars No. 72/TTX dated March 25, 1995 and No. 150/TTX dated June 1, 1995, and of the Chairman of the State Investment Project Appraisal Council at Circular No. 2380/UB-VPTĐ dated July 22, 1995;

 DECISION:

Article 1. Approve the plan for the network of information of the Vietnam News Agency to 2000 with the following main contents:

1. On objectives:

a) Building a modern information network serving the activities of the Vietnam News Agency, ensuring the implementation of management, operation, reception, transmission, distribution, and comprehensive processing of information including images, electronic mail, and communication functions; simultaneously managing databases at the central hubs of the Vietnam News Agency, moving towards direct information exchange with domestic and international information networks.

b) Providing information services to Party and State agencies, radio and television stations, organizations, businesses, and individuals with various needs through different forms of information products.

2. On scale:

a) The information network of the Vietnam News Agency is a continuous network from the stage of receiving information to classification, processing, editing, storage, quick retrieval, and transmitting information in various forms to multiple addresses using modern information technology and telecommunications, operating continuously 24 hours a day; by the year 2000, it will receive and process 10,000 pieces of information per day; transmit 1,000 pieces of information per day.

b) The network includes a main center and regional centers, with data bases and archives for information and images, local branches at editorial boards and newsrooms, transmission lines to printing houses, news transmission stations, and distribution stations.

Centers are interconnected at high speed to form a loop and can directly exchange information with domestic and foreign bureaus, mobile information clusters, and directly exchange information with the information networks of other news agencies and international organizations.

c) The network has specialized technical systems including a wide-area information network and systems: reference database, processing, storage, and image transmission; mobile information; newspapers; information printing; videotext information; videopress information.

3. On Implementation Principles:

a) The information network of the Vietnam News Agency needs to be modernized on the basis of modern information technology and telecommunications. Equipment and information technology must be compatible with global development trends: reduced size; increased speed, capacity, and efficiency in processing. The information network must ensure unity, modernity, flexibility, inheritance, and suitability with the conditions and circumstances of Vietnam.

b) Establishing information relationships between the information network of the Vietnam News Agency and other information networks (radio, television, economic-social information) domestically and internationally.

Utilizing the infrastructure of related sectors (Postal Service, Television, Radio) to serve the information network of the Vietnam News Agency.

c) Continuing to research and improve the functions and tasks of units within the information network, technical systems to enhance the overall operational efficiency of the network and implement security measures for the entire system and users.

When examining specific projects, technological options should be proposed for selection.

d) The project's objectives need to be achieved by the year 2000. The division of phases and specific implementation schedules depend on the requirements, tasks, and capital balancing capabilities to be determined annually.

Article 2. The Vietnam News Agency is responsible for:

- Based on the general plan, prepare and submit specific projects for investment decisions according to the Investment Management and Construction Regulations issued together with Decree No. 177-CP dated October 20, 1994 of the Government.

- Closely coordinate with ministries and sectors to propose measures to attract domestic and foreign capital to implement the plan.

Article 3. This Decision takes effect from the date of signature.

Article 4. The General Director of the Vietnam News Agency, the Minister, Head of the State Planning Commission, ministers, heads of ministerial-level agencies, heads of government agencies involved, Chairmen of provincial and municipal People's Committees directly under the Central Government are responsible for implementing this Decision.
