BASED ON DECREE NO. 178/CP DATED OCTOBER 28, 1994 OF THE GOVERNMENT ON THE TASKS, POWERS AND ORGANIZATIONAL STRUCTURE OF THE MINISTRY OF FINANCE;
Pursuant to Decision No. 2349/LDTBXH-BHLĐ dated July 9, 1997 of the Ministry of Labor, Invalids and Social Affairs on in-kind compensation for State Treasury staff working in hazardous environments;
Pursuant to Circular No. 368/TCCP-BCTL dated August 8, 1997 of the Government Civil Service Organization Board on hazardous allowance for State Treasury staff;

Article 1. Apply a hazardous allowance at a rate of 0.3 times the minimum wage level and in-kind compensation at Level 3, equivalent to four tenths of a box of sweetened condensed milk (475g per box) per work shift for State Treasury staff engaged in cash counting and ultraviolet money verification work, effective from August 1, 1997.
Article 2. The payment of hazardous allowance shall be implemented in accordance with Circular No. 23/LDTBXH-TT dated July 7, 1993 of the Ministry of Labor, Invalids and Social Affairs guiding the implementation of hazardous allowance. The implementation of in-kind compensation shall be carried out in accordance with the provisions of Circular No. 20/TT-LB dated September 24, 1992 of the Ministry of Labor, Invalids and Social Affairs - Health stipulating in-kind compensation for workers operating under hazardous conditions.
Article 3. This Decision takes effect from the date of issuance. The Heads of the Personnel and Training Department, the General Director of the State Treasury, the Head of the Financial Management Department, the Director of the Ministry's Office, and the Heads of relevant units under the Ministry of Finance are responsible for its enforcement.
