Pursuant to Decree No. 117/2003/NĐ-CP dated October 10, 2003 of the Government on the recruitment, utilization, and management of civil servants in state agencies (hereinafter referred to as Decree No. 117/2003/NĐ-CP)

Pursuant to Decree No. 45/2003/NĐ-CP dated March 9, 2003 of the Government stipulating the functions, tasks, powers, and structure of the Ministry of Home Affairs;

Considering the proposal of the Ministry of Trade at document No. 2941/TM-TCCB dated June 21, 2005 and the proposal of the Director of the Civil Servant and Cadre Department,

DECISION:
