Prescribing functions, tasks, and organizational structure

of the Institute of Agricultural Planning and Design

THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT

Pursuant to the Government's Decree No. 86/2003/NĐ-CP dated July 18, 2003 on functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;

Considering the proposal of the Director of the Institute of Agricultural Planning and Design at Report No. 268TTr-VQH dated May 29, 2007 and the Director of the Personnel Department,

DECISION:

Article 1. Position and Functions

The Institute of Agricultural Planning and Design is an economic public service unit under the Ministry of Agriculture and Rural Development, operating according to the public service regime, with the mission of conducting basic surveys, zoning planning, and designing agriculture throughout the country; Researching science, compiling economic and technical procedures and standards in zoning, planning, and designing agriculture.

The Institute of Agricultural Planning and Design shall use its seal and open separate accounts in accordance with the provisions of the law; The headquarters of the Institute is located in Hanoi City.

Article 2. Tasks and Powers

1. Tasks.

a) Conducting surveys and mapping topographic maps and cadastral maps of various scales for planning, design, land clearance for construction, functional areas in rural areas, and resettlement zones;

b) Studying, classifying, evaluating, and zoning land use at all levels;

c) Conducting basic surveys in the field of agriculture and rural areas;

d) Overall planning for agricultural development at provincial, city, district, commune levels, and agricultural sectors; Participating in overall socio-economic planning at all levels;

đ) Planning and developing investment projects in the agricultural sector and rural development, and resettlement projects;

e) Researching and building contents and methods for agricultural planning and rural development;

g) Participating in scientific research for proposing policies for agricultural and rural development;

h) Cooperating, joint ventures, and partnerships with organizations and individuals both domestically and internationally in the field of agricultural planning and development;

i) Performing other tasks assigned by the Minister.

2. Authorities

It operates autonomously and is responsible for implementing tasks, organizational structure, staffing, and finance for public service units in accordance with the provisions of the law.

Article 3. Organizational Structure

1. Leadership of the Institute

The leadership of the Institute consists of the Director and Deputy Directors assisting the Director, appointed by the Minister of Agriculture and Rural Development for a fixed term; The Director manages the activities of the Institute and is responsible to the Minister of Agriculture and Rural Development and the law regarding the activities of the Institute.

Deputy Directors assist the Director and are responsible to the Director and the law for the tasks assigned to them.

2. Management Departments

a) Organization and Administration Department;

b) Planning, Science, and International Cooperation Department;

c) Accounting and Financial Affairs Department (including materials).

3. Specialized Departments

a) Agricultural Economic Zoning Department;

b) Agricultural Planning Department;

c) Surveying and Mapping Department;

d) Soil Department;

đ) Land Analysis and Environment Department.

4. Subordinate Units Without Separate Seals and Accounts

a) Natural Resources and Environment Center;

b) Remote Sensing and GIS Center;

c) Rural Community Development Center;

d) Planning and Cooperation with Laos Team.

5. Subordinate Units With Separate Seals and Accounts

a) Southern Branch of the Institute of Agricultural Planning and Design, headquartered in Ho Chi Minh City;

b) Central Branch of the Institute of Agricultural Planning and Design, headquartered in Nha Trang City, Khanh Hoa Province;

c) Rural Planning and Development Center I, headquartered in Hanoi City;

d) Rural Planning and Development Center II, headquartered in Hanoi City;

đ) Agricultural Surveying and Mapping Enterprise I, headquartered in Luong Son District, Hoa Binh Province;

e) Agricultural Surveying and Mapping Enterprise II, headquartered in Nha Trang City, Khanh Hoa Province.

The Director of the Institute of Agricultural Planning and Design is responsible for prescribing the functions, tasks, and organizational structures of these subordinate units.

Article 4. Effectiveness

This Decision takes effect 15 days after its publication in the Official Gazette, abolishing Decision No. 160-TCCB/QĐ dated June 28, 1979 of the Minister of Agriculture on the functions, tasks, and organizational structure of the Institute of Agricultural Planning and Design and any previous regulations that conflict with this Decision.

Article 5. Responsibility for Implementation

The Heads of the Office, the Personnel Department, the Heads of relevant agencies and units under the Ministry, and the Director of the Institute of Agricultural Planning and Design are responsible for implementing this Decision.
