CIRCULAR

Regulations on the List of State Secrets of Confidential Level for the Central Committee of the Vietnam Fatherland Front

Pursuant to the Ordinance on Protection of State Secrets No. 30/2000/PL-UBTVQH10 dated December 28, 2000 of the Standing Committee of the National Assembly;

Pursuant to Decree No. 77/2009/NĐ-CP dated September 15, 2009 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Public Security;

Pursuant to the Decree No. 33/2002/NĐ-CP dated March 28, 2002 of the Government detailing the implementation of the Ordinance on Protection of State Secrets;

After reaching consensus with the Central Committee of the Vietnam Fatherland Front, the Ministry of Public Security promulgates the List of State Secrets of Confidential Level for the Central Committee of the Vietnam Fatherland Front,

Article 1. The List of State Secrets of Confidential Level for the Central Committee of the Vietnam Fatherland Front includes the following scope:

1. Information, documents, figures absolutely confidential regarding the investigation of the current situation of ideological conditions, living standards, and other issues among various social strata that affect the political and social situation of the country.

2. Contents of work related to national defense, security, personnel, and other important issues concerning the construction of the great unity bloc of the people, ethnic groups, and religions between Party members and leaders of the Party and the Central Committee of the Vietnam Fatherland Front, the Standing Board, the Executive Council, and the Central Committee of the Vietnam Fatherland Front, which have not been announced and whose disclosure would cause harm to the Socialist Republic of Vietnam.

3. Recommendations on national defense, security, personnel issues; and other important issues concerning the construction of the great unity bloc of the people, ethnic groups, and religions between the Party Committee of the Vietnam Fatherland Front, the Standing Board, the Executive Council, and the Central Committee of the Vietnam Fatherland Front and the Party and State, which have not been announced.

4. Proposals and solutions on foreign activities of the Central Committee of the Vietnam Fatherland Front that have not been announced.

5. Information, documents, figures about the activities of member organizations, international organizations, and social organizations related to national defense and security, personnel, and other important issues concerning the construction of the great unity bloc of the people, ethnic groups, and religions between the Party Committee of the Vietnam Fatherland Front, the Standing Board, the Executive Council, and the Central Committee of the Vietnam Fatherland Front, which have not been announced.

6. Inspection and audit documents; results of inspection and audit that have not been announced; documents participating in supervisory, critical, and complaint resolution activities regarding national defense, security, personnel issues, and other important issues concerning the construction of the great unity bloc of the people, ethnic groups, and religions of the Vietnam Fatherland Front, which have not been announced.

7. Information, documents, files on handling officials related to internal political protection work of the Central Committee of the Vietnam Fatherland Front; documents and files of key officials of the Vietnam Fatherland Front from deputy director level or equivalent at the central level of the Vietnam Fatherland Front and vice chairpersons of the Central Committee of the Vietnam Fatherland Front at provincial or municipal levels; files of Executive Council members and Central Committee members of the Vietnam Fatherland Front; files related to the work of the Vietnam Fatherland Front in selecting candidates for National Assembly deputies. Information, documents, reports of the Party Committee of the Vietnam Fatherland Front on planning, rotation, and training of key officials, successor officials, and potential officials (from director level or equivalent upwards) of the Central Committee of the Vietnam Fatherland Front, which have not been announced.

8. Documents on the design of internal computer systems, databases, passwords, and security protocols ensuring information security in the application of information technology of the Central Committee of the Vietnam Fatherland Front.

9. Documents using information and documents included in the List of State Secrets of Confidential Level of agencies and organizations within and outside the Central Committee of the Vietnam Fatherland Front.

Article 2. Effective Date

This Circular takes effect from December 14, 2012.

Article 3. Responsibility for Implementation

1. Functional agencies of the Central Committee of the Vietnam Fatherland Front and the Ministry of Public Security shall be responsible for inspecting the implementation of this Circular.

2. Ministries, ministerial-level agencies, agencies under the Government; People's Committees of provinces and centrally governed cities shall be responsible for implementing this Circular./.
