Directive No. 64/TTg on the preparation for the conference to review the basic investigation work on natural resources and economic zoning planning

DIRECTIVE

OF THE PRIME MINISTER NO. 64/TTG DATED FEBRUARY 22, 1980 ON PREPARING THE CONFERENCE TO REVIEW THE BASIC INVESTIGATION WORK AND ZONING ECONOMIC PLANNING
BASIC NATURAL RESOURCES AND REGIONAL ECONOMIC PLANNING

Implementing the resolutions and directives of the Party Central Committee and the Government, in recent times, various sectors and localities have conducted basic investigations of natural resources and developed plans for zoning economic planning. The initial results have shed more light on the country's potential and contributed to the development of production plans and economic planning based on scientific grounds.

However, this is a new issue with complex content, related to many political, economic, social, scientific, and technical fields; involving many sectors and levels, but the implementation so far has not been synchronized and still has many shortcomings.

To review and evaluate the basic investigation materials and zoning planning work in recent times and to propose programs and measures to further improve this work in the future, serving the development of the third five-year plan (1981-1985) and the economic planning scheme for the period 1981-1990, the Prime Minister instructs:

1. Organize a conference to discuss the basic investigation work of natural resources and zoning planning aiming at:

a. Reviewing the situation of basic investigations of natural resources, announcing the results and reaching consensus on the comprehensive evaluation and utilization of resource materials; announcing the results of research on resource investigations and environmental investigations; determining the methodology of zoning planning work; drawing lessons from past basic investigation work to supplement future efforts.

b. Reviewing the zoning planning work for the two years 1978-1979, evaluating the results achieved (especially regarding sectoral planning, provincial and district planning), and drawing lessons on content and methods to guide future work.

c. Proposing a unified coordination program for resource investigations and zoning planning for the future, initially for the year 1980, to serve the development of the third five-year plan (1981-1985).

d. Proposing measures to strengthen and enhance the organizational system for zoning planning work from central to local levels.

2. Sectors and localities must prepare for the conference:

Central ministries, provinces, cities, and special administrative regions directly under the Central Government must conduct reviews and evaluations of their own basic investigation work of natural resources and zoning planning work, draw lessons, and propose issues to participate in the conference content. This review must be completed before March 20, 1980, so that the Government can convene the conference with sectors and localities in April.

The following agencies are responsible for preparing some main reports:

- The Central Economic Zoning Committee prepares a report reviewing and evaluating the zoning planning work in recent times and proposing directions and tasks for this work in the future. Discuss with localities to select and build some exemplary reports of provinces, districts, and some grassroots units.

- The State Science and Technology Committee and the Vietnam Academy of Sciences prepare a report on the results of basic investigation work of natural resources.

- Central ministries, especially the Ministries of Agriculture, Forestry, Water Resources, Transportation, Fisheries, Electricity and Coal, Machinery and Metallurgy, Construction..., the General Bureau of Geology, Hydrology and Meteorology, the National Survey and Mapping Bureau, report on the results of sectoral planning investigations, planning projects, large-scale specialized region planning, some economic complexes...

3. Establish a preparatory board for the conference consisting of the following comrades:

1. Comrade Nguyen Van Bien, Deputy Director of the State Planning Commission, Standing Member of the Central Economic Zoning Committee, Chairman;

2. Comrade Bui Huy Dap, Deputy Director of the State Science and Technology Committee, Vice-Chairman;

3. Comrade Nguyen Van Ngoc, Senior Specialist of the Central Zoning Planning Institute, Vice-Chairman;

4. Comrade Nguyen Xuan Nga, Deputy Minister of Higher Education and Secondary Specialized Education, Member;

5. Comrade Nguyen Van Chien, Deputy Director of the Vietnam Academy of Sciences, Member;

The preparatory board is tasked with formulating specific work plans to coordinate in preparing the conference content, urging and guiding sectors and localities to prepare the content of reports, appointing a secretariat team including some staff from sectors to follow up, synthesize, and draft conference documents.

This is the first important national conference on basic investigation and zoning planning work, covering broad content, but the preparation time is limited. Therefore, the Prime Minister requests sectors at the central level and localities to base on the above content requirements and follow the guidance of the Central Economic Zoning Committee and the Conference Preparatory Board to prepare the conference thoroughly.
