DIRECTIVE
ON THE ORGANIZATION AND OPERATION FOR THE ADVANCEMENT OF WOMEN IN MINISTRIES, SECTORS, AND LOCALITIES
In response to the United Nations' initiative for the Decade of Women, the Council of Ministers issued Decision No. 41-HĐBT on February 12, 1985, establishing the National Committee for the Decade of Women. The Prime Minister issued Decision No. 72-TTg on February 25, 1993, renaming and reorganizing the National Committee for the Decade of Women into the National Committee for the Advancement of Women.
To facilitate the National Committee for the Advancement of Women in fulfilling its tasks, the Prime Minister issues the following directive:
1. Each ministry, State Committee, General Department (hereinafter referred to as the Ministry) under the Government shall assign a member of the leadership of the Ministry to be responsible for this work.
The support unit for the Ministry's leadership working on this matter shall consist of representatives from the Ministry's Office, the Cadre Organization Department, the Planning and Finance Department, and the Women's Affairs Board of the trade union.
In sectors with a large number of female workers, a "For the Advancement of Women" Board may be established. The composition and activities of this Board shall be determined by the Minister.
2. The People's Committees of provinces and centrally-administered cities shall assign a Deputy Chairman of the Committee to be responsible for this work.
Supporting the Deputy Chairman shall be a non-specialized staff unit consisting of representatives from the People's Committee Office, the Organizational Administration Board, the Women's Union, the Planning Committee, the Finance Department, and the Labor Department.
Based on specific conditions of the Ministry, sector, and locality, a certain amount of budget should be allocated for the operation of the support unit assisting the leader responsible for women's affairs at the agency.
Ministries and local People's Committees shall immediately proceed with the assignment of leadership responsibility, appointment of support units, and notification of lists to the National Committee for the Advancement of Women of Vietnam by November 1994./.
