Pursuant to the Government Organization Law dated September 30, 1992;
Pursuant to Decision No. 135/1998/QĐ-TTg dated July 31, 1998 of the Prime Minister on the Program for Socio-Economic Development of Particularly Difficult Communes in Mountainous Areas and Remote Regions;
Considering the proposal of the Minister, Chairman of the Committee for Ethnic Minorities and Mountainous Areas and the Ministers of the Ministries of Planning and Investment, Finance,
DECISION:
Article 1. Supplementing 10 communes that have been administratively separated from particularly difficult communes into the list of particularly difficult communes and border communes under the Program for Socio-Economic Development of Particularly Difficult Communes in Mountainous Areas and Remote Regions (Program 135), issued by Decision No. 1232/QĐ-TTg dated December 24, 1999 of the Prime Minister, to implement the tasks of the program from 2000, including:
- 9 communes supported by the central budget for investment: Dong Tien commune (Yen The district, Bac Giang province); Son Hai commune (Son Ha district, Quang Ngai province); Kim Tan commune (Ayn Pa district, Gia Lai province); Chien Son commune (Moc Chau district, Son La province); Vinh Trach commune, Vinh Trach Dong commune (Bac Lieu city, Bac Lieu province); Ninh Qoui A commune (Hong Dan district, Bac Lieu province); Phong Thach Dong A commune, Long Dien Dong A commune (Gia Rai district, Bac Lieu province).
- 1 commune supported by the local budget for investment: An Linh commune (Phu Giao district, Binh Duong province).
Article 2. Removing the names of Thuan Hoa commune (Bac Lieu city, Bac Lieu province) and An Ninh commune (Dong Phu district, Binh Phuoc province) from the list of particularly difficult communes and border communes under Program 135, issued by Decision No. 1232/QĐ-TTg dated December 24, 1999 of the Prime Minister, and recovering the amount of funds already invested for these two communes in the 2000 plan into the central budget.
Article 3. Correcting the names of 4 communes in Decision No. 1232/QĐ-TTg dated December 24, 1999 of the Prime Minister due to errors in registering the list of communes, including Hoa Loi commune (Chau Thanh district, Tay Ninh province) to Hoa Hoi commune; Lui Thuan commune (Ben Cau district, Tay Ninh province) to Long Thuan commune; Song Trieu commune (Thong Nhat district, Dong Nai province) to Song Tra commune; Long Nap commune (Moc Chau district, Son La province) to Long Sap commune.
Article 4. Regarding the funding for investment support for the communes:
The average level of investment support is 400 million VND per commune for infrastructure construction; for communes funded by the central budget, the funds will be taken from the unallocated portion of the 2000 Program 135 budget, with any shortfall being drawn from the central budget's contingency fund in the 2000 plan.
Article 5. This Decision shall take effect 15 days from the date of signature. The Ministers, Heads of ministerial-level agencies, agencies under the Government, Heads of related sectors, and Chairmen of People's Committees of the provinces: Bac Giang, Quang Ngai, Gia Lai, Son La, Bac Lieu, Binh Duong, Binh Phuoc, Tay Ninh, and Dong Nai, are responsible for implementing this Decision.
