OF THE MINISTER OF CULTURE AND INFORMATION DECREE NO. 65/1999/QĐ-BVHTT OF SEPTEMBER 25, 1999 ON ELIMINATING THE PROCEDURE FOR CONTENT CHECK AND LICENSE ISSUANCE FOR CUSTOMS CLEARANCE OF FILM DISCS AND TAPE WITH STICKER LABELS FROM THE CINEMA CINEMA CIRCULATION MANAGEMENT DEPARTMENT
THE MINISTER OF CULTURE AND INFORMATION
WHEREAS Decree No. 81/CP dated November 8, 1993 of the Government and Decision No. 123/TTg dated March 1, 1995 of the Prime Minister on the functions, tasks, powers, and organizational structure of the Ministry of Culture and Information;
WHEREAS Resolution No. 38/CP dated May 4, 1994 of the Government on the initial reform of administrative procedures in handling citizens' and organizations' affairs;

Article 1. Film discs and tapes of all types permitted for circulation within the country, with sticker labels from the Cinema Circulation Management Department, when exported, do not need to go through cultural authorities for content determination and issuance of license for customs clearance procedures. Organizations and individuals possessing discs and tapes with labels from the Cinema Circulation Management Department, when exporting, shall be responsible for ensuring that the content of the discs and tapes matches the content indicated on the label; they must declare and be subject to supervision by Customs.
Article 2. THIS DECISION SHALL TAKE EFFECT 15 DAYS FROM THE DATE OF SIGNATURE.
The provisions set forth in Point 1, Group C, Article 2 of the Regulations on Export and Import of Cultural Products Not Within Business Scope issued together with Decision No. 893/QĐ-PC dated July 20, 1992 of the Ministry of Culture and Sports are contrary to Article 1 of this Decision and shall cease to be effective from the date this Decision takes effect.
Article 3. The Director of the Ministry's Office, the Inspector General of the Ministry, the Director of the Cinema Circulation Management Department, the Directors of Provincial Departments of Culture and Information, and related organizations and individuals are responsible for implementing this Decision.
