DIRECTIVE

On Promoting the Production of Organic Bio-Fertilizers to Utilize Waste Products from Sugar Production, Reduce Environmental Pollution, and Enhance the Efficiency of Sugar Production

The Program to produce 1 million tons of sugar in 2000 has been completed, but the subsequent target for sugar companies and factories is to process all waste products, particularly the mud residue from sugar production, to produce organic bio-fertilizers to supplement soil organic matter, ensure sufficient raw materials of quality for the factory, fully utilize capacity, and effectively address environmental pollution. Currently, many factories have produced organic bio-fertilizers, but the technology in terms of quantity, quality, and variety does not meet requirements, and these fertilizers have not contributed to reducing the cost of sugar production. The Ministry of Agriculture and Rural Development instructs sugar companies and factories to implement the following contents:

1. All central and local sugar companies and factories must process sugar industry waste to produce organic bio-fertilizers for supplying to sugarcane growing areas for basal and top-dressing applications.

2. Recommend using the organic bio-fertilizer production technology of Hudavil (National Center for Natural Sciences and Technology) to produce two types of basal and top-dressing fertilizers. The technology transfer method is one-time transfer for companies and factories to independently manage production, with a warranty period of five years. If there are any technical issues, the transferring unit must take responsibility together with the company or factory to resolve them, ensuring the production of high-quality fertilizers.

3. Regarding production capacity, quantity, and variety of fertilizers according to the requirements of the raw material region.

4. Technical standards, production technology, and investment scale for producing bio-fertilizers shall be reviewed and approved by the Sugar Corporation and the competent authority at the appropriate level based on the following criteria:

- Processing all waste, ensuring that the factory is clean, neat, and tidy.

- Ensuring mechanization levels above average.

- Labor productivity guaranteeing a minimum of 500 tons/year per worker.

- Investment level: Depending on each unit's circumstances, the investment level should not exceed 200 million VND/thousand tons/year.

* Quality standards for basal and top-dressing fertilizers (attached as an appendix).

- Controlling costs:

+ Microorganisms, trace elements, additives: Not exceeding 60,000 VND/ton.

+ NPK (basal fertilizer): Not exceeding 150,000 VND/ton.

NPK (top-dressing fertilizer): Not exceeding 350,000 VND/ton.

+ Organic waste: Not exceeding 100,000 VND/ton.

+ Depreciation of fixed assets: Not exceeding 40,000 VND/ton.

+ Management and labor costs: Not exceeding 50,000 VND/ton.

Total cost: 400,000 VND/ton (basal fertilizer).

600,000 VND/ton (top-dressing fertilizer).

- Selling price: For basal fertilizer: 600,000 VND/ton.

For top-dressing fertilizer: 800,000 VND/ton.

- Profitability: Including waste processing: Profit of 300,000 VND/ton.

5. Organizational division for implementation is as follows:

- Technical guidance: The Department of Agricultural Extension and Forestry Promotion will implement agricultural extension measures, including field meetings, but the highest responsibility lies with the investors (buying and selling, pre-investment), who must undertake agricultural extension work.

- Mechanization of production processes: The Department of Processing of Agricultural and Forestry Products and Non-Renewable Natural Resources will continue researching to complete the mechanization of the entire production process.

- Assigning production targets for organic bio-fertilizers to units: The Planning and Planning Department will coordinate with the Department of Processing of Agricultural and Forestry Products and Non-Renewable Natural Resources to assign production targets to units, closely monitoring based on two principles:

+ Not organizing the production of bio-fertilizers, no annual awards.

+ Not organizing the production of bio-fertilizers, refusing to settle financial matters annually.

- Monthly reporting system: Companies and factories must report monthly results on sugar production to the Department of Processing of Agricultural and Forestry Products and Non-Renewable Natural Resources for consolidation and reporting to the Ministry and relevant state agencies.

- Quality inspection of organic bio-fertilizer production: The Department of Science and Technology and Product Quality will conduct surprise inspections of units to correct and handle issues.

The Ministry of Agriculture and Rural Development requires units to strictly organize implementation and regularly report results to the Ministry./.
