MINISTRY OF SCIENCE AND TECHNOLOGY, TECHNOLOGY AND ENVIRONMENT

Regarding the issuance of the List of Measuring Instruments Subject to Calibration and Registration for Calibration.

 

THE MINISTER OF SCIENCE, TECHNOLOGY AND ENVIRONMENT

Pursuant to the Measurement Ordinance dated October 6, 1999;

Pursuant to Decree No. 22/CP dated May 22, 1993 of the Government on tasks, powers, and organizational structure of the Ministry    On the basis of the Quality of Goods Ordinance dated December 24, 1999;

Pursuant to Article 12 of Decree No. 06/2002/NĐ-CP dated January 14, 2002 of the Government detailing the implementation of the Ordinance on Metrology;

At the proposal of the Director General of the Standard Metrology Quality Control Bureau,

 

DECISION:

Article 1||| The List of Measuring Instruments Subject to Calibration and Registration for Calibration is hereby issued together with this Decision.

Article 2||| The Standard Metrology Quality Control Bureau shall be responsible for guiding and supervising the implementation of this Decision.

Article 3||| This Decision shall take effect 15 days from the date of signature and shall replace Decision No. 2537/1998/QĐ-BKHCNMT dated December 31, 1998 of the Minister of Science, Technology and Environment on the issuance of the List of Measuring Instruments Subject to National Calibration. ||| The Standard Metrology Quality Control Bureau, local metrology quality control agencies, and relevant organizations and individuals shall be responsible for implementing this Decision./.

1.2.Standards used for calibrating the measuring instruments listed above must also be calibrated. The calibration cycle follows the calibration procedures for standards issued by the Standard Metrology Quality Control Bureau.

13. Measuring instruments not included in the above list, if used for forensic examination and other state administrative activities, must be calibrated on a case-by-case basis. The Standard Metrology Quality Control Bureau is responsible for organizing the implementation of this work at the request of relevant state agencies.

2. Registration for calibration of measuring instruments.

2.1.General provisions.

2.1.1.Subjects required to register for calibration.

Organizations and individuals (referred to collectively as entities) engaged in manufacturing, repairing, importing, and using measuring instruments listed for mandatory calibration shall register for calibration with authorized calibration organizations as follows:

a)Entities manufacturing or importing measuring instruments must register for initial calibration;

b)Entities using measuring instruments must register for periodic calibration;

c)Entities repairing measuring instruments must register for irregular calibration.

2.1.2.For newly manufactured, imported, or repaired measuring instruments, they can only be calibrated when installed in operational position. The entity using the measuring instrument shall then proceed to register for initial or irregular calibration with the calibration organization authorized to calibrate that type of measuring instrument.2.1.3.Based on their recognized or delegated calibration capabilities, entities may choose the most convenient calibration registration location for their business, production, and usage needs.

2.1.4.Calibration organizations have the responsibility to accept and meet the calibration requirements of entities within their recognized or delegated capabilities. In cases where certain measuring instruments exceed their calibration capabilities, the calibration organization will guide the entity to register with another nearby calibration organization capable of calibrating those instruments.

2.1.5.Calibration organizations are responsible for collecting and managing calibration fees in accordance with current regulations. 2.2.Form of registration. 2.2.1.When there is a need for large-scale calibration, the entity must submit a calibration registration form for measuring instruments to the calibration organization (model form attached as an appendix).

Within ten days from the date of receipt of the registration form, the calibration organization must inform the entity of the specific plan for conducting the calibration and the preparations needed for the requested calibration. 2.2.2.In cases of individual and simple calibration needs, the entity may notify the calibration organization in advance before bringing the measuring instrument for calibration without prior registration. The calibration organization has the responsibility to meet these needs in accordance with its capacity and calibration schedule./.
