Pursuant to Decree No. 73/CP dated November 1, 1995 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
BASED ON DECISION NO. 355/TTg DATED MAY 28, 1996 OF THE PRIME MINISTER ON THE FUNCTIONS, TASKS, POWERS, AND ORGANIZATIONAL STRUCTURE OF THE FLOOD CONTROL AND DYKE MANAGEMENT AGENCY UNDER THE MINISTRY OF AGRICULTURE AND RURAL DEVELOPMENT;
BASED ON DECISION NO. 178/NN-TCCB/QĐ DATED JANUARY 28, 1997 OF THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT ON THE ESTABLISHMENT OF DEPARTMENTS AND SPECIALIZED INSPECTION UNITS UNDER THE FLOOD CONTROL AND DYKE MANAGEMENT AGENCY;
CONSIDERING THE PROPOSAL OF THE DIRECTOR OF THE FLOOD CONTROL AND DYKE MANAGEMENT AGENCY AT REPORT NO. 232/PCLB DATED MAY 24, 2002;
IN ACCORDANCE WITH THE PROPOSAL OF THE HEAD OF THE ORGANIZATION AND STAFF AFFAIRS DEPARTMENT,
DECISION:
Article 1. THE FINANCE AND ACCOUNTING DEPARTMENT AND THE ADMINISTRATION AND ORGANIZATION DEPARTMENT ARE ESTABLISHED UNDER THE FLOOD CONTROL AND DYKE MANAGEMENT AGENCY ON THE BASIS OF SEPARATING THE ADMINISTRATION, ORGANIZATION AND FINANCE DEPARTMENT.
Article 2. THE DIRECTOR OF THE FLOOD CONTROL AND DYKE MANAGEMENT AGENCY SHALL SPECIFY IN DETAIL THE FUNCTIONS, TASKS, POWERS, AND STAFFING OF THE TWO DEPARTMENTS: FINANCE AND ACCOUNTING AND ADMINISTRATION AND ORGANIZATION (WITHIN THE STAFFING ALLOCATED BY THE MINISTRY).
Article 3. THIS DECISION SHALL TAKE EFFECT 15 DAYS FROM THE DATE OF SIGNATURE AND REPLACE CLAUSE 4, ARTICLE 1 OF DECISION NO. 178 NN-TCCB/QĐ DATED JANUARY 28, 1997.
Article 4. THE CHIEF OF THE MINISTRY’S OFFICE, THE HEAD OF THE ORGANIZATION AND STAFF AFFAIRS DEPARTMENT, THE DIRECTOR OF THE FLOOD CONTROL AND DYKE MANAGEMENT AGENCY, AND THE HEADS OF THE RELATED UNITS UNDER THE MINISTRY SHALL BE RESPONSIBLE FOR IMPLEMENTING THIS DECISION./.
