DECISION OF THE PRIME MINISTER

Regarding the establishment of the Working Group to coordinate the development of legal regulations for the operations of the Bank serving the poor.

To implement Resolution No. 6 of the Sixth Session of the Tenth National Assembly on improving the organization and operation of policy banks and separating preferential credit from commercial credit;

 

PRIME MINISTER

Pursuant to the Law on Organization dated December 25, 2001;

Heads of the Government Office and heads of relevant agencies, The Inter-Ministerial Working Group is established to assist the Prime Minister in developing legal regulations applicable to the operations of the Bank serving the poor.

At the proposal of the Ministry The Inter-Ministerial Working Group operates under the direct guidance of Deputy Prime Minister Nguyen Tan Dung and is managed by Deputy Director of the Government Office Nguyen Quoc Huy.

 

DECISION:

Article 1. Members of the Inter-Ministerial Working Group are leaders of relevant ministries and sectors. Supporting the Working Group is a team of drafters of legal regulations comprising experts proficient in this field, nominated by relevant ministries and sectors. The list of members of the Inter-Ministerial Working Group and the drafting team is attached hereto.

Article 2. Duties and powers of the Inter-Ministerial Working Group:

1. Draft legal regulations applicable to the operations of the Bank serving the poor, report to the Government or

Article 3. the Prime Minister for consideration and decision, including:

Credit policies to support poverty reduction and the entrustment lending mechanism of the Bank serving the poor. Decision of the Prime Minister on the establishment, organization, and operation of the Bank serving the poor.

Regulations on the organizational structure, management, operational procedures, and various mechanisms and systems (financial, salary, allowances...) for the Bank serving the poor.

Charter of the Bank serving the poor.

Other documents as required by the Prime Minister.

2. Solicit opinions from relevant ministries and sectors regarding the draft legal regulations applicable to the operations of the Bank serving the poor.

3. During the process of researching and developing these legal regulations, organize conferences and seminars to discuss and widely solicit contributions from relevant sectors, localities, experts, and scientists in this field.

Costs and working conditions of the Inter-Ministerial Working Group and the drafting team in conducting surveys and developing legal regulations shall be accounted for in the operating costs of the Bank serving the poor.

Documents prescribed in Point 1 of Article 3 of this Decision must be submitted to the Government and the Prime Minister in the fourth quarter of 2002.

Article 4. This Decision takes effect from the date of signature. After completing the tasks specified in Article 3, the Inter-Ministerial Working Group will dissolve itself.

Article 5. Ministers, heads of ministerial-level agencies, heads of agencies under the Government, Chairpersons of People's Committees of provinces and centrally-run cities, and those named in the list in Article 2 are responsible for implementing this Decision./.
