THE MINISTER OF EDUCATION AND TRAINING

- Based on Government Decree No. 178/2007/ND-CP dated December 3, 2007, stipulating the functions, tasks, powers, and organizational structure of ministries and ministerial-level agencies;

- Based on Government Decree No. 32/2008/ND-CP dated March 19, 2008, stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;

- Based on Decision No. 79/2007/QD-BGDDT dated December 24, 2007, issued by the Minister of Education and Training, promulgating the Program of National Defense and Security Education at the secondary school level;

- In accordance with the proposal of the Director of the Department of National Defense Education;

Pursuant to …;

          Article 1. This Decision attaches the Rules on Contents of Competitions in National Defense and Security Education Contests for Secondary School Students.

          Article 2. This Decision shall take effect fifteen days from the date of publication in the Official Gazette.

          Article 3. The Heads of the Office, Directors of the Departments of National Defense Education, Secondary Education, heads of relevant units under the Ministry of Education and Training, and Directors of provincial education and training departments are responsible for implementing this Decision.

ETHICAL RULES

CONTENTS OF COMPETITIONS IN NATIONAL DEFENSE AND SECURITY EDUCATION CONTESTS FOR SECONDARY SCHOOL STUDENTS

(Issued pursuant to Decision No. 65/2008/QD-BGDDT dated November 28, 2008 of the Minister of Education and Training)

These Rules specify the contents of competitions in national defense and security education (NDSE) contests for secondary school students, including: Objectives and participants of the contest; contents, forms, methods of organization, conditions, and rules for each competition content; methods of evaluating results and ranking achievements of the contest.

PART I

GENERAL PROVISIONS

Article 1. Scope of Regulation and Applicability

These Rules apply to organizing NDSE contests for secondary school students in secondary schools and provincial education and training departments.

Thông tư này áp dụng đối với tổ chức, cá nhân có liên quan đến hoạt động kinh doanh đối tượng thủy sản nuôi chủ lực trên lãnh thổ Việt Nam.

Article 2. Purpose and Requirements for Organizing Contests

a) To contribute to improving the quality of NDSE, linking study with practical activities.

1. Objective

b) To contribute to enhancing management and implementation capabilities of NDSE content and programs at educational institutions; promoting competitive learning and training movements among schools and localities.

c) Through the contest, to identify educational institutions achieving high results in study and training; thereby formulating plans to replicate exemplary practices and proposing practical solutions to continue effectively guiding the implementation of NDSE tasks in subsequent years.

2. Requirements

a) Competition contents must be within the NDSE program for secondary schools issued by Decision No. 79/2007/QD-BGDDT dated December 24, 2007, of the Minister of Education and Training.

b) The contest must be conducted seriously, objectively, honestly, and safely.

c) Through the contest, provincial education and training departments and secondary schools should draw lessons on teaching methods and content of NDSE, and plan to organize successful contests in subsequent years.

          c) Through sports meetings, departments of education and training, and high schools draw lessons on teaching methods and content of national defense and security education, and develop plans to organize such sports meetings effectively in subsequent years.

Article 3. Participants and Components of the Competition

          1. Participants: Students from high schools (public and private).

          2. Components: Each participating unit selects a team (the number is determined by the competition organizing committee) consisting of students from all three grades (10, 11, 12) to compete in all specified contents.

          Article 4. Requirements for Participants in the Competition

          1. Uniform: Dark-colored trousers, tucked-in shirt, belt, canvas shoes, hard hat, competition badge with photo attached.

2. Participants must be present before the competition date for inspection and preparation work. Contestants must arrive 20 minutes before the start time for referee checks; contestants absent at the start time will lose their right to participate.

          3. During the competition, participants must strictly adhere to the rules and instructions of the referees.

4. Each contestant may not participate in more than three contents (excluding two mandatory contents).

Chapter II

CONTENTS, FORMS AND METHODS OF ORGANIZATION

COMPETITION CONTENTS

          Article 5. Contents

          1. General knowledge on national defense and security (mandatory content);

          2. Formation (mandatory content);

          3. Posture and movement on the battlefield;

4. AK rifle shooting exercise 1b;

          5. Grenade throwing;

          6. Daytime disassembly and assembly of AK rifle;

          7. Bandaging and first aid.

          The National Defense and Security Competition for High School Students is held annually at high schools or educational departments. Theoretical tests are conducted in classrooms; practical test contents are organized simultaneously on training fields according to the requirements of each test content.

Article 7. Methods

          1. The organizing body issues a decision to establish the organizing committee, the refereeing committee, and the secretariat. A sub-refereeing committee (or judge) is established for each test content to manage, supervise, and independently evaluate results.

          2. Depending on the level at which the competition is organized, the organizing committee may decide to conduct from 5 to 7 contents listed in Article 5 (including 2 mandatory contents). For the AK rifle shooting exercise 1b, if it is organized at the school level, it will be replaced by a practice shooting machine.

 3. Depending on the nature of each test content, the organizing committee may organize a draw for the order of participation of teams or contestants.

          4. Close cooperation with local military authorities during the organization of the competition, especially in ensuring absolute safety for live ammunition shooting content.

Chapter III

RULES FOR EACH TEST CONTENT

          Article 8. Test on General Knowledge on National Defense and Security

||| 1. Conditions

Based on the number of contestants, the number of examination rooms is arranged. Depending on the conditions of each locality, multiple-choice, essay, or combined questions can be used.

2. Rules

- Written test with a duration of 60 to 120 minutes (depending on the nature of the exam);

- Students from grade 10 and grade 11 take the same exam, covering knowledge from the Grade 10 National Defense and Security textbook published by the Ministry of Education and Training;

- Students from grade 12 take a separate exam, covering knowledge from the Grade 12 National Defense and Security textbook;

- Registration numbers are assigned and sealed before grading according to regulations;

          Article 9. Test on Formation

          1. Conditions

- The test is conducted on a field or training ground that allows individual and unit formation movements with squad formations;

- The number of contestants per team is determined based on the scale of the competition in each locality;

- The test includes some contents from the "Individual Formation without Rifle" and "Unit Formation" sections in the Grade 10 National Defense and Security textbook.

2. Rules

Each team nominates one contestant as squad leader to command the squad to perform the following steps:

          - Lead the squad to the designated position for the competition;

          - Report to the referee that they are ready to participate in the competition;

          - Upon permission from the referee, form a single-file line, adjust the formation, disband;

          - Form a single-file line facing the referee, scorekeeper, adjust the formation, turn left, turn right, turn back, march on the spot, march evenly, stop, adjust the formation, report completion of the competition, return to the original position.

All actions of the commander and the entire team must follow the content in the Grade 10 National Defense and Security textbook.

Article 9. Performing Movement Actions in a Battlefield Setting

          1. Conditions

          a) Candidates participating shall be equipped with AK submachine guns (practice models);

b) The training ground shall have a width of approximately 5 meters and a length greater than 80 meters (see movement diagram in the annex), the arrangement of models and equipment shall be as follows:

          - Narrow bridge: Using 10 bricks laid out along a straight line, each brick spaced 1.2 meters apart, buried two-thirds into the ground and protruding one-third above the surface;

          - The distance for movement actions such as bending over, crawling on hands and knees, and crawling on flat terrain is 25 meters;

          - Zigzag trench: Using six pairs of stakes planted alternately to form a zigzag trench with a width of 0.6 meters, a length of 20 meters, and a distance of 4 meters between adjacent stakes, the height of the stakes is 0.7 meters from the ground. Under the ground, white lime connects the bases of the stakes, the spaces between the stakes and the ends of the stakes are connected by rope.

          2. Rules

          Candidates shall proceed to the starting position, upon the referee's command "Advance", candidates shall perform the following sequence of movements:

          - Run across the narrow bridge for 12 meters;

          - Move 5 meters then perform bending over for 5 meters, crawling on hands and knees for 5 meters, and crawling on flat terrain for 5 meters;

          - Move another 5 meters then run across the zigzag trench;

          - Move to the finish line.

The total distance covered (from the starting point through the narrow bridge to the finish line) is 70 meters.

Article 10. AK Rifle Shooting Test 1b

          1. Shooting Conditions

          - The shooting range must ensure absolute safety according to regulations;

Target: Fixed target number 4a;

          - Shooting distance: 100 meters;

          - Shooting posture: Prone with a firing bench;

          - Number of shots fired: Three shots counted (fired in one go);

          - Time limit: 5 minutes;

          - Drawing lots for shooting rounds and firing benches for all participating candidates;

          - The shooting range commander must disseminate the "Shooting Range Regulations" to all candidates before the shooting test.

2. Shooting Rules

          - Candidates proceed to the preparation line 30 meters away from the shooting line; when hearing their name called by the referee, they shout "present"; when the referee announces their shooting position at firing bench number..., they shout "clear", then proceed to receive ammunition and move up to the shooting line about 3 meters from the firing bench.

          - Upon hearing the command "Take your firing position", candidates advance to their respective firing bench; upon hearing the command "Lie down and prepare to shoot", candidates lie down to prepare, load the gun, check the sight, and lower the red flag.

          - Upon hearing the command "Target number 4a, distance 100 meters, three shots, time limit 5 minutes, shoot", candidates perform the shooting action, after completing the shots, they plant the flag and report: firing bench number... completed shooting.

          - Upon hearing the command "Cease fire, unload, inspect the weapon", candidates perform the weapon inspection action, the referee directly checks and collects any remaining ammunition (if any); upon hearing the command "stand up", candidates place the gun on the firing bench, perform the standing up action, and wait for the results. The shooting results are reported immediately after the end of the shooting round (reported points using a mallet and flag).

          3. Handling Violations of Rules

          a) Candidates violating the following points will be disqualified from the competition:

          - Firing without the referee's command;

          - Loading more ammunition than specified.

          b) Any cheating actions: repairing the gun, changing the gun after inspection, or violating safety rules, depending on the severity of the offense, the referee may warn, reprimand, or disqualify the candidate from the competition.

Article 11. Target grenade throwing competition

          1. Throwing conditions

a) A safe throwing area as prescribed and a throwing plate with a diameter of 1 meter made of metal; contestants are equipped with a gun;

b) Practice grenade Φ-1 (without detonator), weighing 450 grams;

c) Throwing target: seven concentric circles with diameters of 1 meter, 1.5 meters, 2 meters, 2.5 meters, 3 meters, 3.5 meters, and 4 meters; the boundary lines are 0.5 cm wide and located on the inner side of each circle (refer to the grenade throwing area diagram in the annex); (see the grenade throwing area diagram in the annex);

          d) Throwing distance:

          - For males: 30 meters from the boundary line to the center of the circle;

          - For females: 20 meters from the boundary line to the center of the circle;

          e) Number of throws: seven grenades (two test throws and five scoring throws);

          f) Throwing time: 5 minutes.

          2. Throwing rules

          - After hearing the referee's command "Enter the throwing line", contestants move to their positions and prepare; when hearing the command "Two test throws, throw", contestants perform the throwing action without being required to throw both test grenades. The landing point is reported immediately after each throw;

          - When switching to scoring throws, contestants must report: "Number... requests to start scoring throws"; upon receiving the referee's command "Five scoring throws, throw", athletes perform the throwing action. The landing point is reported immediately after each throw;

          - During the throw, one hand holds the gun horizontally across the hip; contestants may stand in place or run up to throw.

          3. Violation handling

          - Automatic throwing before receiving the referee's command will result in disqualification from the grenade throwing event;

          - Any cheating behavior such as substituting contestants or equipment will be subject to warnings, penalties, or disqualification depending on the severity of the offense.

Article 12. Daytime AK rifle disassembly and assembly competition

          1. Disassembly and assembly conditions

          - Daytime AK submachine gun disassembly and assembly on a designated table;

          - Each contestant disassembles and reassembles one firearm, timing the fastest completion;

          - Do not disassemble or assemble the spare parts container.

          2. Disassembly and assembly rules

a) Contestants inspect the firearm, check it, and after completing preparations, report to the referee: "Number... is ready". Upon receiving the referee's command "Disassemble the firearm", contestants perform the following disassembly actions in sequence:

          - Remove the magazine (after removing the magazine, inspect the firearm to ensure there are no rounds in the chamber);

          - Remove the barrel shroud;

          - Remove the recoil cover;

          - Remove the return mechanism;

          - Remove the barrel lock base and the barrel lock (separate the barrel lock from the barrel lock base);

          - Remove the bolt carrier and the upper handguard;

          Upon completing the removal of the upper handguard, contestants must report: "Completed" and then prepare for reassembly.

b) Upon receiving the referee's command "Assemble the firearm", contestants perform the following assembly actions in sequence:

- Install the bolt carrier and the upper handguard;

- Insert the barrel lock into the barrel lock base and then install the barrel lock base onto the receiver;

- Install the return mechanism;

- Install the recoil cover and check the firearm's movement;

- Install the barrel shroud;

- Install the magazine.

Upon completing the installation of the magazine, contestants must report: "Completed".

*Note:  During the disassembly process, contestants must arrange the firearm components in the order they were removed, from right to left relative to the disassembler.

Article 13. Bandaging and First Aid Test

          1. Conditions for the test

- The examination takes place on a field or training ground that allows short movements and convenient bandaging positions for the examinees;

- Each team nominates a group of three examinees (two males and one female), equipped with two AK practice rifles and one first aid kit;

- The test includes bandaging the forearm (left and right) and the lower leg (left and right) according to the techniques described in the Grade 10 National Defense and Security textbook.

          2. Rules of the test

          - Upon the referee's command "into position," the entire group moves to the starting line and listens to the scenario of injury (the location of the wound to be bandaged) provided by the referee or may draw lots for the injury scenario beforehand;

          - Upon the referee's command, the entire group moves to the bandaging position (from the starting line to the bandaging position, which is 5 meters away); one person acts as the injured, another performs the bandaging (female), and the third assists and guards;

          - After completing the bandaging, one person supports the injured while the other carries weapons and the first aid kit back to the finish line (starting line);

          - The testing time is calculated from the start to the finish.

Chapter IV

CALCULATION OF RESULTS AND RANKING

          Article 14. Calculation of Results

          1. Score for General Knowledge on National Defense and Security

The score is calculated on a scale of 10 points, rounded to one decimal place; achieving 0.05 points or more is counted as 0.1 point. Examinees who commit cheating during the test will be penalized up to 5 points or disqualified from the competition depending on the severity of the offense.

          2. Score for Teamwork

- A full team score of 60 points is achieved, including: 15 points for the commander's actions and 45 points for the team's overall performance.

- Each examinee wearing incorrect attire loses 0.5 points;

- Each incorrect command deducts 0.5 points, each incorrect command action deducts 1 point, missing a step in command deducts 2 points, and each incorrect action performed by an examinee deducts 0.5 points.

          3. Score for Rifle Shooting

- The shooting score is based on the hits on the target, adding the points of three shots to calculate the score. If a shot is missed, it is considered a miss, and the examinee whose target was hit incorrectly is scored based on the highest points of the three hits.

- The examinee with a higher score ranks higher; if scores are equal, the one with more inner ring hits ranks higher; if still equal, they are ranked equally.

        4. Score for Throwing Grenades on Target

- Grenades landing in which ring are scored according to that ring; the point sequence from the center ring (with a diameter of 1 meter) to the outermost ring (with a diameter of 4 meters) is: 10, 9, 8, 7, 6, 5, 4 (points).

- Grenades falling outside the rings and rolling in do not score points. When throwing, no part of the body or equipment should touch the boundary line; if violated, the throw is scored as 0 points. Upon the command to throw, if the grenade falls outside the boundary line, it is considered thrown and scored as 0 points.

- Based on the results of throwing, the points of five throws are added and multiplied by a coefficient of 0.5 to calculate the score. The examinee with a higher score ranks higher; if scores are equal, the one with more inner ring points ranks higher; if still equal, they are ranked equally.

        5. Posture and Movement Actions on the Battlefield Test calculates the fastest movement time and converts it into points for achievement (according to the Achievement Conversion Table). The examinee will have additional time added in the following cases: Incorrect attire: add 5 seconds; each time touching the wire, stake, foot touching the ground when crossing a narrow bridge, incorrect movement action, knocking over stakes, breaking wires: add 2 seconds.

         6. Daytime AK Disassembly and Assembly Test calculates the fastest disassembly and assembly time and converts it into points for achievement (according to the Achievement Conversion Table). The examinee will have additional time added for the following violations: Incorrect disassembly and assembly actions, improper placement order; failure to inspect the rifle before disassembly and assembly; failure to remove the barrel lock from its mount; failure to check the rifle's movement after reassembling the lock cover. If the examinee disassembles or assembles without the referee's command or reports "finished" before completing the final action, the referee will remind, warn, add time, or disqualify them based on the severity of the violation.

         7. Bandaging and First Aid Test calculates the time taken and converts it into points for achievement (according to the Achievement Conversion Table). The examinee will have additional time added in the following cases: Forgetting one piece of equipment when moving back to the finish line adds 10 seconds; incorrect bandaging actions, slipping off bandages, improperly securing splints, each error adds 5 seconds.

ACHIEVEMENT CONVERSION TABLE FOR 3 TIME-BASED TEST CONTENTS

Article 15. Classification of Achievements

          1. Individual Achievements

          Individual achievements are calculated for each of the following competition contents: General knowledge about national defense and security; Posture and movement actions on the battlefield; AK rifle shooting exercise 1b; Throwing grenades accurately; Daytime AK rifle disassembly and assembly. The candidate with a higher score is ranked higher.    

           2. Team Achievements

Team achievements are calculated for the team (or group) of candidates participating in the Squad Formation and First Aid competition contents. The team with a higher score is ranked higher.

          3. Overall Team Achievements

          Overall team achievements are the total of individual and team achievements within each team, based on the total points of individuals and teams in all competition contents. The team with the higher total score will be ranked higher; if there are multiple teams with the same total score, the team with the higher score in the "General knowledge about national defense and security" competition content will be ranked higher; if they still have the same score, they will be ranked equally.
