Pursuant to Decree No. 01/2008/ND-CP dated January 3, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
Pursuant to the Plant Protection and Quarantine Law dated August 8, 2001 of the Socialist Republic of Vietnam;
Pursuant to Decree No. 58/2002/ND-CP dated June 3, 2002 of the Government stipulating the Regulations on Plant Protection, the Regulations on Plant Quarantine, and the Regulations on Management of Plant Protection Chemicals;
Considering the dangerous nature and current situation of rice dwarf stripe disease;
Pursuant to the proposal of the Director of the Plant Protection Department,

Article 1. The Steering Committee for the Prevention and Control of Rice Dwarf Stripe Disease in provinces and centrally-administered cities from Quang Ngai Province northward (hereinafter referred to as the Steering Committee) shall be established with the list of members attached.
Article 2. Members of the Steering Committee shall have the following responsibilities:
1. Directing, inspecting, and guiding the prevention and control work of rice dwarf stripe disease in provinces and centrally-administered cities from Quang Ngai Province northward;
2. Directing the dissemination of information and knowledge about measures to prevent and control rice dwarf stripe disease and instructing farmers on their application;
3. Organizing interim reviews, final summaries, and timely recognition and rewards for organizations and individuals who perform their tasks well;
4. Advising on policies to combat the epidemic.
Article 3. The Steering Committee will dissolve itself upon completion of its mission.
Article 4. This Decision takes effect from the date of signature.
Article 5. The Head of the Ministry's Office, the Director of the Plant Protection Department, the Heads of related units, and individuals named in the attached list are responsible for implementing this Decision.
