GENERAL GUIDELINES
(Issued together with Decision No. 653/2000/QĐ-TĐC of the Director of the General Bureau for Standardization, Measurement, and Quality)
1. 1. This document provides general guidelines on the content and procedures for developing basic standards according to Section 2.3 of the "Provisional Regulations on Announcing Goods Compliant with Standards" issued together with Decision No. 2424/2000/QĐ-BKHCNMT dated December 12, 2000 of the Minister of Science, Technology, and Environment.
1. General Provisions
The subjects to which this document applies are organizations, manufacturers, businesses... that implement the development of basic standards for their products (hereinafter referred to as enterprises).
1. 2. A basic standard is a document stipulating common and repetitive requirements for goods of an enterprise approved by the leadership of the enterprise for use in its production and business needs.
1. 3. Basic standards should be developed based on scientific and technological achievements, advanced experience, and practical capabilities of the enterprise. It is encouraged to accept Vietnamese standards, industry standards, international, regional, or foreign standards as basic standards.
1. 4. The content of basic standards must not conflict with provisions in regulatory legal documents, technical regulations, Vietnamese standards, industry standards... that the goods of the enterprise fall within the scope of goods required to apply such standards.
1. 5. Basic standards must be reviewed periodically or when necessary to ensure they always meet requirements and comply with current regulations.
1. 6. Based on these general guidelines, enterprises develop, review, and apply basic standards; accept other standards as basic standards.
2. Presentation of basic standards
2. 1. The framework and format of presenting basic standards must be consistent throughout the entire enterprise.
The commonly used paper size is A4 (210 mm x 297 mm). In cases where standards are compiled into volumes, other paper sizes may be used.
2. 2. Basic standards must be presented concisely, clearly, accurately, easily readable, free from errors, convenient for use, easy to repair, easy to copy, and aesthetically pleasing.
2. 3. Basic standards can be bound individually or in sets according to different objects; basic standards can use leaflets for convenience in supplementing, canceling, or replacing content. Basic standards may have a cover or not.
3. Content representation of basic standards
3. 1. A basic standard must include the following parts:
- Overview part.
- Technical part.
3. 2. The overview part includes the following contents: name of the enterprise or/and enterprise logo; the phrase "basic standard"; standard symbol and number; standard name; approval date; approver; review number, replaced standard symbol.
The content of the overview part must be arranged reasonably and presented aesthetically, and may use title frames or decorative lines, especially in cases without a cover.
3. 3. The technical part includes the following contents: scope of application and technical content of the standard. If the basic standard accepts Vietnamese standards, industry standards, international, regional, or foreign standards, then the symbols and numbers of those standards must be stated. The technical content of quality standards for goods specifies requirements for goods and may include:
- Terminology and definitions;
- Symbols;
- Specifications;
- Technical requirements;
- Testing methods;
- Labeling, packaging, transportation, and storage;
- Other requirements.
3. 4. Basic standards may include a preface, table of contents, appendices, footnotes, tables, drawings, diagrams, mathematical formulas... The content, presentation method, and position of these elements may refer to the "General Guidelines on Representing Content and Presenting Standards" issued together with Decision No. 138/TĐC-QĐ dated May 25, 1995 of the General Bureau for Standardization, Measurement, and Quality.
4. Procedures for developing basic standards
4. 1. Basic standards are developed with the participation of relevant departments, individuals, customers, and other necessary organizations and individuals, adhering to the principle of consensus so that the opinions of all parties involved are considered and there are no fundamental disagreements regarding the content of the standard.
4. 2. The procedures and methods for developing basic standards depend on the scale and characteristics of each enterprise, decided by the enterprise leadership and may follow the steps below:
1) Develop a plan: all departments and individuals propose; the enterprise leadership approves the plan;
2) Draft a preliminary draft (draft 1): it may be assigned to a department, individual, or drafting committee;
3) Solicit comments on the draft: send the draft to relevant departments and individuals within the enterprise and possibly to customers and other necessary organizations.
4) Finalize the standard draft: incorporate comments, organize specialized meetings, and finalize the draft;
5) Review and announce the standard: the enterprise leadership approves the standard; announce the standard; print and distribute the standard internally.
5) Review and publish standards: the enterprise leadership approves the standards; publishes the standards; prints and distributes the standards internally.
