Pursuant to Decree No. 01/2008/ND-CP dated January 3, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
Pursuant to the Plant Protection and Quarantine Law on August 8, 2001 of the Socialist Republic of Vietnam;
Pursuant to Decree No. 58/2002/ND-CP dated June 3, 2002 of the Government stipulating the Plant Protection Regulations, Plant Quarantine Regulations, and Plant Protection Chemical Management Regulations;
Considering the dangerous nature and current situation of the black streak dwarf disease affecting rice;
Pursuant to the proposal of the Director of the Plant Protection Department,

Article 1. Announce the black streak dwarf disease affecting rice in provinces and centrally governed cities from Quang Ngai northward.
Article 2. Provincial People's Committees from Quang Ngai northward shall be responsible for:
1. Directing surveillance work to promptly detect, announce, and isolate the black streak dwarf disease affecting rice within their localities; establishing multi-level steering committees.
2. Organizing the implementation of disease prevention and control measures for the black streak dwarf disease affecting rice at the local level according to the guidance of specialized agencies with the spirit of mobilizing the participation of farmers, the agricultural sector, local authorities, and the political system at all levels, and proactively securing local financial resources for disease prevention and control.
3. Organizing propaganda for farmers about the harmful effects of the black streak dwarf disease affecting rice and preventive measures.
4. Implementing support policies for disease prevention and control as prescribed.
5. Regularly reporting to the Ministry of Agriculture and Rural Development and relevant ministries and sectors on the disease situation in their localities and the results of disease prevention and control efforts.
Article 3. Departments under the Ministry of Agriculture and Rural Development shall be responsible for:
1. The Plant Protection Department directing specialized plant protection agencies at all levels to effectively organize forecasting and monitoring of brown planthopper, small brown planthopper, black streak dwarf disease trends, and promptly informing and guiding all levels and farmers to take proactive measures to prevent and control the disease; inspecting disease prevention and control activities in localities.
2. The Crop Production Department coordinating with provincial Departments of Agriculture and Rural Development to guide farmers on seed selection, crop scheduling, nursery techniques, direct seeding, nutrient management, and irrigation practices to help rice resist and withstand the disease.
Article 4. Relevant scientific organizations and technology transfer entities shall be responsible for:
a) Participating in testing to identify the disease and conducting research on the black streak dwarf disease affecting rice.
b) Implementing agricultural extension work on the prevention and control of the black streak dwarf disease affecting rice.
Article 5. This Decision takes effect from the date of issuance.
Article 6.Chairmen of provincial People's Committees, Head of the Ministry's Office, Heads of related units are responsible for implementing this Decision.
