THE MINISTER OF FINANCE
Pursuant to Decree No. 60/2003/NĐ-CP dated June 6, 2003 of the Government detailing and guiding the implementation of the Law on State Budget;
Pursuant to Decree No. 24/2009/ND-CP dated March 5, 2009 of the Government detailing and providing implementation measures for the Law on Enacting Regulatory Legal Documents;
Pursuant to the Decree No. 118/2008/NĐ-CP dated November 27, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;
BASED ON JOINT CIRCULAR NO. 192/2010/TTLT-BTC-BTP-VPCP DATED DECEMBER 2, 2010 OF THE JOINT CIRCULAR OF THE MINISTRY OF FINANCE, THE MINISTRY OF JUSTICE, AND THE GOVERNMENT OFFICE GUIDING THE PREPARATION OF BUDGET ESTIMATES, MANAGEMENT, USE, AND SETTLEMENT OF STATE BUDGET FUNDS TO ENSURE THE WORK OF LEGISLATIVE ACTIVITY AND IMPROVEMENT OF THE LEGAL SYSTEM;
At the proposal of the Director of the Department of Planning and Finance,
DECISION:
Article 1. ATTACHED HERETO IS THE REGULATION GUIDING THE PREPARATION OF BUDGET ESTIMATES, MANAGEMENT, USE, AND SETTLEMENT OF STATE BUDGET FUNDS TO ENSURE THE WORK OF LEGISLATIVE ACTIVITY AND IMPROVEMENT OF THE LEGAL SYSTEM IN MINISTRY OF FINANCE ADMINISTRATIVE AGENCIES AND PUBLIC SERVICE UNITS.
Article 2. THIS DECISION SHALL TAKE EFFECT FROM THE DATE OF ISSUE, ALL PRIOR GUIDING DOCUMENTS ARE ABOLISHED.
Article 3. THE HEAD OF THE PLANNING AND FINANCE DEPARTMENT, THE DIRECTOR OF THE MINISTRY'S OFFICE, THE HEAD OF THE LEGAL AFFAIRS DEPARTMENT, THE HEADS OF MINISTRY OF FINANCE ADMINISTRATIVE AGENCIES AND PUBLIC SERVICE UNITS ARE RESPONSIBLE FOR IMPLEMENTING THIS DECISION.
