1. This Decision regulates the policy to support education expenses for ethnic minority students who are from poor or near-poor households as defined by the State, have been admitted to regular university or college programs at higher education institutions, including universities, academies, colleges, and institutes.;

The Government Chairman issues this Decision to abolish Decision No. 72/2013/QD-TTg dated November 26, 2013 of the Government Chairman on mechanisms and financial policies for border economic zones.ướ2. Article 1. Scope of Regulation and Applicability

Article 3. Budget

Article 4. Organization of Implementation

1. Ministry of Education and Training:

1. This Decision takes effect from January 1, 2014.

2. Ministry of Finance:

a) Allocate funds to implement the student support policy stipulated in this Decision in the annual state budget estimate according to the current分级管理;

3. Provincial People's Committees under the Central Government and relevant ministries and sectors:

Article 6. Effectiveness and Responsibility for Implementation

1. This Decision shall take effect from January 1, 2014.

2. Ministers, Heads of Ministries equivalent to ministries, Heads of government agencies, Chairmen of People's Committees of provinces and centrally governed cities shall be responsible for implementing this Decision./.
