CIRCULAR
Regulations on code numbers and qualification standards for career positions in the transportation management profession; cross-border transport management; vehicle weight inspection; traffic infrastructure management and maintenance; public transport operation and exploitation

Pursuant to the Law on Civil Servants dated November 15, 2010; the Law Amending and Supplementing Certain Articles of the Law on Public Officials and Civil Servants and the Law on Civil Servants dated November 25, 2019;

BASED ON THE DECREE NO. 56/2022/ND-CP dated August 24, 2022 of THE GOVERNMENT stipulating the functions, tasks, powers, and organizational structure of THE MINISTRY OF TRANSPORT;

Pursuant to the Government Decree No. 115/2020/NĐ-CP dated September 25, 2020 on recruitment, utilization, and management of civil servants; the Government Decree No. 85/2023/NĐ-CP dated December 7, 2023 amending and supplementing certain articles of the Government Decree No. 115/2020/NĐ-CP dated September 25, 2020 on recruitment, utilization, and management of civil servants;

At the proposal of the Director of the Personnel Department and the Director of the Vietnam Highway Administration;

The Minister of Transport hereby promulgates this Circular stipulating code numbers and qualification standards for career positions in the transportation management profession; cross-border transport management; vehicle weight inspection; traffic infrastructure management and maintenance; public transport operation and exploitation.

PART I

GENERAL PROVISIONS

Article 1. Scope of Regulation and Applicability

1. This Circular stipulates code numbers and qualification standards for career positions in the transportation management profession; cross-border transport management; vehicle weight inspection; traffic infrastructure management and maintenance; public transport operation and exploitation; and the promotion of career positions in traffic infrastructure management and maintenance and public transport operation and exploitation.

2. This Circular applies to civil servants in the transportation management profession; cross-border transport management; vehicle weight inspection; traffic infrastructure management and maintenance; public transport operation and exploitation at public service organizations.

3. Non-public service organizations and related entities may apply this Circular.

Article 2. Code Numbers for Career Positions in the Profession

Article 3. General standards for professional ethics

1. Adhere to the Party's guidelines, policies, and state regulations.

2. Be honest, objective, and highly responsible for assigned tasks; fulfill all obligations of a civil servant in professional activities.

3. Have a sense of moral cultivation, maintain professional integrity, honor, and reputation; refrain from abusing job positions or assigned tasks for personal gain; foster unity, creativity, self-improvement, readiness to learn new knowledge; have a sense of cooperation, assistance to colleagues, sharing work experience; actively participate in scientific research topics, technical improvements to develop the profession and enhance competence.

Chapter II

OCCUPATIONAL STANDARDS

Section 1

PROFESSIONAL TITLES OF CIVIL SERVANTS

TRANSPORT TERMINAL MANAGEMENT SPECIALTY

Article 4. Management of Class III Transport Terminals - Code: V.12.24.03

1. Duties:

a) Participate in developing plans and specific operational procedures within the scope of assigned duties;

b) Participate in researching and proposing policies, directions, plans for development and application of science and technology within the scope of assigned duties;

c) Participate in implementing scientific and technological projects related to the functions and responsibilities of public service units in transport terminal management;

d) Study and resolve issues within the scope of assigned duties according to authority or advise higher authorities on their resolution; propose measures to improve management efficiency within the assigned scope;

đ) Carry out specialized professional activities in transport terminal management; participate in establishing internal regulations;

e) Guide, monitor, urge, participate in inspections, statistics, information collection about issues within the scope of assigned duties;

g) Perform other tasks assigned by competent authorities.

2. Qualifications regarding education and training:

a) Hold a bachelor’s degree or higher in a relevant field that meets the requirements of the position;

b) Possess a certificate in professional training according to the title standards for civil servants specializing in transport terminal management.

3. Qualifications regarding professional expertise and skills:

a) Fully understand the Party's guidelines, state policies, legal provisions, industry directions, and tasks in transportation; have professional knowledge in transport terminal management;

b) Understand the development, application, and implementation of technology within the scope of assigned duties;

c) Be proficient in specialized transport terminal management operations, understand methods of implementing assigned tasks; be familiar with procedures for developing plans and schemes;

d) Have analytical, synthesis, and situation handling skills related to professional work;

đ) Have basic computer skills and be able to use foreign languages or ethnic minority languages as required by the position for civil servants working in ethnic minority areas.

Article 5. Management of Class IV Transport Terminals - Code: V.12.24.04

1. Duties:

a) Carry out specialized professional activities in transport terminal management according to assignments;

b) Participate in developing plans and specific operational procedures within the scope of assigned duties;

c) Advise competent authorities to make decisions on resolving specific issues within the assigned scope according to the position and legal provisions;

d) Conduct statistics, collect information and data about issues within the scope of assigned duties;

đ) Perform other tasks assigned by competent authorities.

2. Qualifications regarding education and training:

a) Hold a college degree or higher in a relevant field that meets the requirements of the position;

b) Possess a certificate in professional training according to the title standards for civil servants specializing in transport terminal management.

3. Qualifications regarding professional expertise and skills:

a) Fully understand the Party's guidelines, state policies, legal provisions; understand industry directions and tasks in transportation;

b) Have professional knowledge in transport terminal management; directly perform assigned tasks;

c) Understand administrative procedures, management operations, and task execution processes;

d) Proficiently use office equipment and other tools necessary for task requirements.

Section 2

PROFESSIONAL TITLES OF CIVIL SERVANTS

TRANSPORT OVERLOAD MANAGEMENT SPECIALTY

Article 6. Management of Third-Class Transit Transport - Code: V.12.25.03

1. Duties:

a) Participate in developing plans and specific operational procedures within the scope of assigned duties;

b) Participate in researching and proposing policies, directions, plans for development and application of science and technology within the scope of assigned duties;

c) Participate in implementing research topics, projects, programs related to the functions and tasks of public service units concerning transit transport management;

d) Study and resolve issues within the scope of assigned duties according to authority or advise higher authorities on their resolution; propose measures to improve management efficiency within the assigned scope;

d) Carry out specialized professional activities in transit transport management; participate in building internal regulations;

e) Guide, monitor, urge, participate in inspections, statistics, information collection about issues within the scope of assigned duties;

g) Perform other tasks assigned by competent authorities.

2. Qualifications regarding education and training:

a) Hold a bachelor’s degree or higher in a relevant field that meets the requirements of the position;

b) Hold a certificate for training according to the job title standards of professionals in transit transport management.

3. Qualifications regarding professional expertise and skills:

a) Firmly grasp the Party's guidelines and policies, State laws, industry orientation, and tasks in the transportation sector; possess specialized knowledge in transit transport management;

b) Understand the development, application, and implementation of technology within the scope of assigned duties;

c) Be proficient in specialized professional activities in transit transport management; understand methods for organizing and implementing assigned tasks; be familiar with procedures for developing plans and schemes;

d) Have analytical, synthesis, and situation handling skills related to professional work;

đ) Have basic computer skills and be able to use foreign languages or ethnic minority languages as required by the position for civil servants working in ethnic minority areas.

Article 7. Management of Fourth-Class Transit Transport - Code: V.12.25.04

1. Duties:

a) Carry out specialized professional activities in transit transport management as assigned;

b) Participate in developing plans and specific operational procedures within the scope of assigned duties;

c) Advise competent authorities to make decisions on resolving specific issues within the assigned scope according to the position and legal provisions;

d) Conduct statistics, collect information and data about issues within the scope of assigned duties;

đ) Perform other tasks assigned by competent authorities.

2. Qualifications regarding education and training:

a) Hold a college degree or higher in a relevant field that meets the requirements of the position;

b) Hold a certificate for training according to the job title standards of professionals in transit transport management.

3. Qualifications regarding professional expertise and skills:

a) Fully understand the Party's guidelines, state policies, legal provisions; understand industry directions and tasks in transportation;

b) Possess specialized knowledge in transit transport management; directly implement assigned tasks;

c) Understand administrative procedures, management operations, and task execution processes;

d) Proficiently use office equipment and other tools necessary for task requirements.

Section 3

PROFESSIONAL TITLES OF CIVIL SERVANTS

SPECIALIZATION: WEIGHT CHECKING OF VEHICLES

Article 8. Weight Checking of Vehicles - Third Class - Code: V.12.26.03

1. Duties:

a) Participate in developing plans and specific operational procedures within the scope of assigned duties;

b) Participate in researching and proposing policies, directions, plans for development and application of science and technology within the scope of assigned duties;

c) Participate in implementing research topics, projects, programs related to the functions and tasks of public service units concerning vehicle weight checking;

d) Study and resolve issues within the scope of assigned duties according to authority or advise higher authorities on their resolution; propose measures to improve management efficiency within the assigned scope;

d) Carry out specialized professional activities in vehicle weight checking; participate in building internal regulations;

e) Guide, monitor, urge, participate in inspections, statistics, information collection about issues within the scope of assigned duties;

g) Perform other tasks assigned by competent authorities.

2. Qualifications regarding education and training:

a) Hold a bachelor’s degree or higher in a relevant field that meets the requirements of the position;

b) Hold a certificate for training according to the job title standards of professionals in vehicle weight checking.

3. Qualifications regarding professional expertise and skills:

a) Firmly grasp the Party's guidelines and policies, State laws, industry orientation, and tasks in the transportation sector; possess specialized knowledge in vehicle weight checking;

b) Understand the development, application, and implementation of technology within the scope of assigned duties;

c) Be proficient in specialized professional activities in vehicle weight checking; understand methods for organizing and implementing assigned tasks; be familiar with procedures for developing plans and schemes;

d) Have analytical, synthesis, and situation handling skills related to professional work;

đ) Have basic computer skills and be able to use foreign languages or ethnic minority languages as required by the position for civil servants working in ethnic minority areas.

Article 9. Weight Checking of Vehicles - Fourth Class - Code: V.12.26.04

1. Duties:

a) Carry out specialized professional activities in vehicle weight checking as assigned;

b) Participate in developing plans and specific operational procedures within the scope of assigned duties;

c) Advise competent authorities to make decisions on resolving specific issues within the assigned scope according to the position and legal provisions;

d) Conduct statistics, collect information and data about issues within the scope of assigned duties;

đ) Perform other tasks assigned by competent authorities.

2. Qualifications regarding education and training:

a) Hold a college degree or higher in a relevant field that meets the requirements of the position;

b) Hold a certificate for training according to the job title standards of professionals in vehicle weight checking.

3. Qualifications regarding professional expertise and skills:

a) Fully understand the Party's guidelines, state policies, legal provisions; understand industry directions and tasks in transportation;

b) Possess specialized knowledge in vehicle weight checking; directly implement assigned tasks;

c) Understand administrative procedures, management operations, and task execution processes;

d) Proficiently use office equipment and other tools necessary for task requirements.

Section 4

PROFESSIONAL TITLES OF CIVIL SERVANTS

SPECIALIZATION: MANAGEMENT AND MAINTENANCE OF TRANSPORTATION INFRASTRUCTURE

Article 10. First-Class Management and Maintenance of Transportation Infrastructure - Code: V.12.61.01

1. Duties:

a) Lead the implementation of tasks related to the management and maintenance of transportation infrastructure within the functions and tasks of public service units as stipulated by law;

b) Lead the study and proposal of policies, orientations, development plans, and the application of science and technology within the scope of assigned tasks;

c) Lead the study and construction of internal regulations on specialized professional activities in the management and maintenance of transportation infrastructure within the scope of assigned tasks;

d) Lead the implementation of research topics, projects, programs related to the functions and tasks of public service units concerning the management and maintenance of transportation infrastructure;

đ) Lead the compilation and construction of professional guidance materials; lead the organization of training, professional development, or dissemination of knowledge and experience within the scope of assigned tasks;

e) Perform other tasks assigned by competent authorities.

2. Qualifications regarding education and training:

a) Hold a bachelor’s degree or higher in a relevant field that meets the requirements of the position;

b) Hold a certificate for training according to the job title standards of professionals in the management and maintenance of transportation infrastructure.

3. Qualifications regarding professional expertise and skills:

a) Firmly grasp the Party's guidelines and policies, State laws, industry orientation, and tasks in the transportation sector; possess comprehensive knowledge and specialized professional skills in the management and maintenance of transportation infrastructure;

b) Understand the situation and trends in the development of the transportation sector both domestically and internationally; have in-depth knowledge about the management and maintenance of transportation infrastructure; have knowledge and experience in the development, application, and deployment of technology within the scope of assigned tasks;

c) Have the ability to research, plan, implement research topics, projects, programs related to science and technology within the scope of assigned tasks;

d) Have the ability to organize the implementation of assigned tasks; have analytical, synthesis, and systematization skills, and propose solutions to address practical issues within the scope of work;

đ) Have basic computer skills and be able to use foreign languages or ethnic minority languages as required by the position for civil servants working in ethnic minority areas.

4. Criteria and Conditions for Promotion to the Job Title of Professionals in the Management and Maintenance of Transportation Infrastructure at the First Class Level:

Professionals in the management and maintenance of transportation infrastructure who are promoted from the Second Class to the First Class must meet the following criteria and conditions:

a) Meet the criteria and conditions specified in Clause 1 of Article 32 of Decree No. 115/2020/ND-CP dated September 25, 2020 of the Government on the recruitment, use, and management of civil servants (amended and supplemented by Clause 16 of Article 1 of Decree No. 85/2023/ND-CP dated December 7, 2023 of the Government amending and supplementing some articles of Decree No. 115/2020/ND-CP dated September 25, 2020 on the recruitment, use, and management of civil servants);

b) There must be vacant positions corresponding to the job title level of the civil servant being considered for promotion;

c) Be nominated by the head of the competent authority managing civil servants to participate in the promotion examination;

d) Have held the job title of professionals in transportation infrastructure management at the Second Class level or equivalent for at least six years up to the deadline for submitting registration forms for the promotion examination;

đ) During the period of holding the job title of professionals in transportation infrastructure management at the Second Class level or equivalent, perform one of the following scientific and technological tasks:

Lead the implementation of at least one research topic, project, program at the ministry or provincial level or higher, which has been approved and evaluated as meeting requirements by the competent authority.

Shall be in charge of implementing at least two (2) grassroots-level scientific and technological projects, programs, or plans that have been accepted and evaluated as meeting requirements by the competent authority.

Article 11. Management and Maintenance of Class II Transportation Infrastructure - Code: V.12.61.02

1. Duties:

a) Shall be in charge of or participate in tasks related to management and maintenance of transportation infrastructure within the functions and responsibilities of public service units as prescribed by law;

b) Participate in researching and proposing policies, directions, plans for development and application of science and technology within the scope of assigned duties;

c) Shall be in charge of or participate in researching and drafting regulations for specialized business operations concerning management and maintenance of transportation infrastructure within the assigned tasks;

d) Shall be in charge of or participate in implementing scientific and technological projects, programs, or plans related to the functions and responsibilities of public service units concerning management and maintenance of transportation infrastructure;

đ) Shall be in charge of or participate in organizing the compilation and drafting of professional guidance materials; training, enhancing professional skills, or disseminating knowledge and experience within the assigned tasks;

Shall implement professional procedures, monitor and manage professional activities, compile and build reports and statistics within the assigned tasks;

g) Perform other tasks assigned by competent authorities.

2. Qualifications regarding education and training:

a) Hold a bachelor’s degree or higher in a relevant field that meets the requirements of the position;

b) Hold a certificate for training according to the job title standards of professionals in the management and maintenance of transportation infrastructure.

3. Qualifications regarding professional expertise and skills:

a) Firmly grasp the Party's guidelines and policies, State laws, industry orientation, and tasks in the transportation sector; possess comprehensive knowledge and specialized professional skills in the management and maintenance of transportation infrastructure;

b) Understand the situation and trends in the development of the transportation sector both domestically and internationally; have in-depth knowledge about the management and maintenance of transportation infrastructure; have knowledge and experience in the development, application, and deployment of technology within the scope of assigned tasks;

c) Possess the ability to research, implement planning and plans, carry out scientific and technological projects, programs, or plans within the assigned tasks;

d) Have the ability to organize the implementation of assigned tasks; have analytical, synthesis, and systematization skills, and propose solutions to address practical issues within the scope of work;

đ) Have basic computer skills and be able to use foreign languages or ethnic minority languages as required by the position for civil servants working in ethnic minority areas.

4. Criteria and Conditions for Promotion to the Title of Professional in Class II Transportation Infrastructure Management and Maintenance:

A professional in transportation infrastructure management and maintenance shall be promoted from Class III to Class II when meeting the following criteria and conditions:

a) Meeting the criteria and conditions stipulated in point a, b, and c, Clause 4, Article 10 of this Circular;

b) Having held the title of professional in transportation infrastructure management and maintenance at Class III or equivalent for at least nine (9) years (excluding probationary and trial periods) up to the deadline for submitting registration forms for promotion;

c) During the period of holding the title of professional in transportation infrastructure management and maintenance at Class III or equivalent, performing one of the following scientific and technological tasks:

Participating in implementing at least one (1) ministry-level, provincial-level, or higher scientific and technological project, program, or plan that has been accepted and evaluated as meeting requirements by the competent authority;

Participating in implementing at least two (2) grassroots-level scientific and technological projects, programs, or plans that have been accepted and evaluated as meeting requirements by the competent authority;

Article 12. Management and Maintenance of Class III Transportation Infrastructure - Code: V.12.61.03

1. Duties:

a) Participate in developing plans and specific operational procedures within the scope of assigned duties;

b) Participate in researching and proposing policies, directions, plans for development and application of science and technology within the scope of assigned duties;

c) Participate in implementing scientific and technological projects, programs, or plans related to the functions and responsibilities of public service units concerning management and maintenance of transportation infrastructure;

d) Study and resolve issues within the scope of assigned duties according to authority or advise higher authorities on their resolution; propose measures to improve management efficiency within the assigned scope;

đ) Perform professional tasks in the field of transportation infrastructure management and maintenance; participate in building internal regulations;

e) Guide, monitor, urge, participate in inspections, statistics, information collection about issues within the scope of assigned duties;

g) Perform other tasks assigned by competent authorities.

2. Qualifications regarding education and training:

a) Hold a bachelor’s degree or higher in a relevant field that meets the requirements of the position;

b) Hold a certificate for training according to the job title standards of professionals in the management and maintenance of transportation infrastructure.

3. Qualifications regarding professional expertise and skills:

a) Be thoroughly familiar with the Party's and State's policies, laws, industry orientation, and tasks in transportation; possess professional knowledge in transportation infrastructure management and maintenance;

b) Understand the development, application, and implementation of technology within the scope of assigned duties;

c) Be proficient in professional tasks in the field of transportation infrastructure management and maintenance, understand methods for organizing assigned tasks; be familiar with procedures for developing plans and programs;

d) Have analytical, synthesis, and situation handling skills related to professional work;

đ) Have basic computer skills and be able to use foreign languages or ethnic minority languages as required by the position for civil servants working in ethnic minority areas.

Article 13. Management and maintenance of Class IV transportation works - Code: V.12.61.04

1. Duties:

a) Carry out specialized professional activities in the field of management and maintenance of transportation works according to assigned tasks;

b) Participate in developing plans and specific operational procedures within the scope of assigned duties;

c) Advise competent authorities to make decisions on resolving specific issues within the assigned scope according to the position and legal provisions;

d) Conduct statistics, collect information and data about issues within the scope of assigned duties;

đ) Perform other tasks assigned by competent authorities.

2. Qualifications regarding education and training:

a) Hold a college degree or higher in a relevant field that meets the requirements of the position;

b) Hold a certificate for training according to the job title standards of professionals in the management and maintenance of transportation infrastructure.

3. Qualifications regarding professional expertise and skills:

a) Fully understand the Party's guidelines, state policies, legal provisions; understand industry directions and tasks in transportation;

b) Possess professional knowledge in the management and maintenance of transportation works; directly perform assigned tasks.

c) Understand administrative procedures, management operations, and task execution processes;

d) Proficiently use office equipment and other tools necessary for task requirements.

Section 5

PROFESSIONAL TITLES OF CIVIL SERVANTS

SPECIALIZATION IN PUBLIC TRANSPORTATION OPERATIONS AND EXPLOITATION

Article 14. Public transportation operations and exploitation of Class I - Code: V.12.62.01

1. Duties:

a) Take the lead in organizing the implementation of tasks related to public transportation operations and exploitation within the functions and responsibilities of state-owned enterprises as prescribed by law;

b) Lead the study and proposal of policies, orientations, development plans, and the application of science and technology within the scope of assigned tasks;

c) Take the lead in researching and establishing regulations on professional business management in the field of public transportation operations and exploitation within the scope of assigned tasks;

d) Take the lead in implementing scientific and technological projects, programs, and plans related to the functions and responsibilities of state-owned enterprises in public transportation operations and exploitation;

đ) Lead the compilation and construction of professional guidance materials; lead the organization of training, professional development, or dissemination of knowledge and experience within the scope of assigned tasks;

e) Perform other tasks assigned by competent authorities.

2. Qualifications regarding education and training:

a) Hold a bachelor’s degree or higher in a relevant field that meets the requirements of the position;

b) Hold a certificate for training in accordance with the standards for the position of professional staff in the field of public transportation operations and exploitation;

3. Qualifications regarding professional expertise and skills:

a) Be thoroughly familiar with the policies, guidelines, and laws of the Party and State, legal provisions, directions, and tasks of the transportation industry; be well-versed in professional knowledge and specialized business skills in public transportation operations and exploitation;

b) Be thoroughly familiar with the situation and development trends of the transportation industry both domestically and internationally; have in-depth knowledge about public transportation operations and exploitation; have understanding and experience in developing, applying, and implementing technology within the scope of assigned tasks;

c) Have the ability to research, plan, implement research topics, projects, programs related to science and technology within the scope of assigned tasks;

d) Have the ability to organize the implementation of assigned tasks; have analytical, synthesis, and systematization skills, and propose solutions to address practical issues within the scope of work;

đ) Have basic computer skills and be able to use foreign languages or ethnic minority languages as required by the position for civil servants working in ethnic minority areas.

4. Standards and conditions for promotion to the position of professional staff in the field of public transportation operations and exploitation of Class I:

Professional staff in the field of public transportation operations and exploitation who are promoted from Class II to Class I must meet the following standards and conditions:

a) Meet the standards and conditions stipulated at points a, b, c, and d of Clause 4, Article 10 of this Circular;

b) During the period holding the position of professional staff in the field of public transportation operations and exploitation of Class II and equivalent positions, implement one of the following scientific and technological tasks:

Lead the implementation of at least one research topic, project, program at the ministry or provincial level or higher, which has been approved and evaluated as meeting requirements by the competent authority.

Shall be in charge of implementing at least two (2) grassroots-level scientific and technological projects, programs, or plans that have been accepted and evaluated as meeting requirements by the competent authority.

Article 15. Public transportation operations and exploitation of Class II - Code: V.12.62.02

1. Duties:

a) Take the lead or participate in implementing tasks related to public transportation operations and exploitation within the functions and responsibilities of state-owned enterprises as prescribed by law;

b) Participate in researching and proposing policies, directions, plans for development and application of science and technology within the scope of assigned duties;

c) Take the lead or participate in researching and establishing regulations on professional business management in the field of public transportation operations and exploitation within the scope of assigned tasks;

d) Take the lead or participate in implementing scientific and technological projects, programs, and plans related to the functions and responsibilities of state-owned enterprises in public transportation operations and exploitation;

đ) Shall be in charge of or participate in organizing the compilation and drafting of professional guidance materials; training, enhancing professional skills, or disseminating knowledge and experience within the assigned tasks;

Shall implement professional procedures, monitor and manage professional activities, compile and build reports and statistics within the assigned tasks;

g) Perform other tasks assigned by competent authorities.

a) Hold a bachelor’s degree or higher in a relevant field that meets the requirements of the position;

b) Hold a certificate for training in accordance with the standards for the position of professional staff in the field of public transportation operations and exploitation;

3. Qualifications regarding professional expertise and skills:

a) Be thoroughly familiar with the policies, guidelines, and laws of the Party and State, legal provisions, directions, and tasks of the transportation industry; be well-versed in professional knowledge and specialized business skills in public transportation operations and exploitation;

b) Be thoroughly familiar with the situation and development trends of the transportation industry both domestically and internationally; have in-depth knowledge about public transportation operations and exploitation; have understanding and experience in developing, applying, and implementing technology within the scope of assigned tasks;

c) Possess the ability to research, implement planning and plans, carry out scientific and technological projects, programs, or plans within the assigned tasks;

d) Have the ability to organize the implementation of assigned tasks; have analytical, synthesis, and systematization skills, and propose solutions to address practical issues within the scope of work;

đ) Have basic computer skills and be able to use foreign languages or ethnic minority languages as required by the position for civil servants working in ethnic minority areas.

4. Standards and conditions for promotion to the position of professional staff in the field of public transportation operations and exploitation of Class II:

Professional staff in the field of public transportation operations and exploitation who are promoted from Class III to Class II must meet the following standards and conditions:

a) Meet the standards and conditions stipulated at points a and b of Clause 4, Article 11 of this Circular;

b) During the period holding the position of professional staff in the field of public transportation operations and exploitation of Class III and equivalent positions, implement one of the following scientific and technological tasks:

Participating in implementing at least one (1) ministry-level, provincial-level, or higher scientific and technological project, program, or plan that has been accepted and evaluated as meeting requirements by the competent authority;

Participating in implementing at least two (2) grassroots-level scientific and technological projects, programs, or plans that have been accepted and evaluated as meeting requirements by the competent authority;

Article 16. Operation and exploitation of public transport category III - Code: V.12.62.03

1. Duties:

a) Participate in developing plans and specific operational procedures within the scope of assigned duties;

b) Participate in researching and proposing policies, directions, plans for development and application of science and technology within the scope of assigned duties;

c) Participate in implementing research topics, programs, projects related to the functions and tasks of public service units concerning the operation and exploitation of public transport;

d) Study and resolve issues within the scope of assigned duties according to authority or advise higher authorities on their resolution; propose measures to improve management efficiency within the assigned scope;

d) Carry out specialized professional activities in the field of operation and exploitation of public transport; participate in building internal regulations;

e) Guide, monitor, urge, participate in inspections, statistics, information collection about issues within the scope of assigned duties;

g) Perform other tasks assigned by competent authorities.

2. Qualifications regarding education and training:

a) Hold a bachelor’s degree or higher in a relevant field that meets the requirements of the position;

b) Hold a certificate for training in accordance with the standards for the position of professional staff in the field of public transportation operations and exploitation;

3. Qualifications regarding professional expertise and skills:

a) Be well-versed in the Party's guidelines and policies, State laws, industry orientation, and tasks in transportation; possess professional knowledge on the operation and exploitation of public transport;

b) Understand the development, application, and implementation of technology within the scope of assigned duties;

c) Be proficient in specialized professional operations in the field of operation and exploitation of public transport; understand methods for organizing the implementation of assigned tasks; be familiar with procedures for developing plans and schemes;

d) Have analytical, synthesis, and situation handling skills related to professional work;

đ) Have basic computer skills and be able to use foreign languages or ethnic minority languages as required by the position for civil servants working in ethnic minority areas.

Article 17. Operation and exploitation of public transport category IV - Code: V.12.62.04

1. Duties:

a) Carry out specialized professional activities in the field of operation and exploitation of public transport according to assigned duties;

b) Participate in developing plans and specific operational procedures within the scope of assigned duties;

c) Advise competent authorities to make decisions on resolving specific issues within the assigned scope according to the position and legal provisions;

d) Conduct statistics, collect information and data about issues within the scope of assigned duties;

đ) Perform other tasks assigned by competent authorities.

2. Qualifications regarding education and training:

a) Hold a college degree or higher in a relevant field that meets the requirements of the position;

b) Hold a certificate for training in accordance with the standards for the position of professional staff in the field of public transportation operations and exploitation;

3. Qualifications regarding professional expertise and skills:

a) Fully understand the Party's guidelines, state policies, legal provisions; understand industry directions and tasks in transportation;

b) Possess professional knowledge on the operation and exploitation of public transport; directly carry out assigned tasks;

c) Understand administrative procedures, management operations, and task execution processes;

d) Proficiently use office equipment and other tools necessary for task requirements.

Chapter III

IMPLEMENTING PROVISIONS

Article 18. Effective Date

1. This Circular takes effect from March 1, 2025.

2. In cases where legal normative documents referred to in this Circular are amended, supplemented, or replaced, they shall be implemented in accordance with the provisions of the amended, supplemented, or replacing legal normative documents.

Article 19. Implementation

The Head of the Ministry’s Office, the Inspector General of the Ministry, Heads of Departments, Directors of the Vietnam Highway Administration, Heads of agencies, units, organizations, and individuals concerned are responsible for enforcing this Circular./.
